Abstract:Which institutions are necessary for programmatic action to take place? This chapter summarizes the “institutions of programmatic action”, which are the institutionalization of bureaucratic recruitment systems and scientific impulses through policy advice, and argues that the political institutions of federalism and corporatism are not directly related to the occurrence of programmatic action. At the same time, institutional changes may present both a challenge and an opportunity for programmatic groups.
