Abstract:In the last 30 years, environmental sustainability has been receiving increasing attention by scholars and operators. All the seaport stakeholders, including port authorities (PAs), policy-makers, port users, any port stakeholders, and local communities, must invest substantial resources to achieve high competitiveness with respect of the environment. Drawing from the extant regulations system and conducting a deep review of the main contributions on the phenomenon, this conceptual study suggests managerial accounting instruments and training, which are still under-researched, as effective measures for enforcing and encouraging green port development. This three-step study consists of a systematic review of the regulatory frameworks and literature on the phenomenon, and an outline of the gap of the legislative framework and research, from a management innovation perspective, where effective managerial practices for environmental sustainability are not successfully suggested and implemented within seaports. On the one hand, the Balanced Scorecard and Tableau de Bord are identified and proposed as managerial accounting instruments for assessing, monitoring, measuring, controlling, and reporting the organizational processes of port players, mainly PAs, for developing competitive green ports. On the other hand, training has been suggested to educate and guide the human resources at all organizational levels within seaports, for supporting and developing awareness and behavioral attitudes in the direction of environmental sustainability.

Abstract:In response to the problem of the unfair distribution of berths and quay cranes, as well as the optimization of the traffic path in port scheduling, a berth-crane joint scheduling model is proposed. Firstly, a ship is coded according to its geographical location and its arrival time in the form 0, 1. Then, the shortest port time, the minimum system cost, and the minimum unfairness are taken into account with the status quo of the port. Thus, a multi-objective joint scheduling model is established and solved by an improved NSGA-II algorithm. Finally, a practical example is given to verify the validity of the proposed method, the stable and the convergent of the proposed method are proved by many times computer simulations. The novelty of this paper is that we have taken psychological factors of fairness as well as social factors of sustainable development into consideration, and proposed an improved NSGA-II algorithm with random repair operator and self-adaptive operator to solve the multi-objective decision problem on joint scheduling of berths and quay crane.

Integrating the Additive Seasonal Model and Super-SBM Model to Compute the Efficiency of Port Logistics Companies in Vietnam

The growing trade process is pushing the importing and exporting ratio of products at ports in Vietnam. The total amount of goods is determined by analyzing the effectiveness of products that are delivered at ports. Thus, this research presents a whole performance picture of the port logistics operation process at two airports and six seaport logistics companies in Vietnam to describe exchanging products by utilizing additive trend methods to formulate the efficiency and rank them from previous periods to future terms. Based on the prediction analysis, the best accuracy result is calculated by the additive Holt Winters method when the mean absolute percentage error (MAPE) indicators remain at the standard level, and its average qualification is also the lowest. Combining the actual and prediction values, the ranking of all ports accordingly by year during the past, current, and future time periods from 2011-2022 is obtained after calculating the final efficiency via the super-SBM model. The empirical result of the current and estimated efficiency denotes that Da Nang port logistics is always selected as the best port logistics company and maintained the first ranking with consistently high scores on the basis of the performance qualification. The empirical analysis result proposes the status quo of port logistics companies in Vietnam from the past to future to describe the amount of exchanging goods.
