The article shows that the smart city management systems requires continuous monitoring of environmental parameters (air, soil and water quality, temperature, humidity, toxic impurities, etc.) and the placement of a large number of different sensors, among which biosensors occupy a leading position. The study analyzed patent documents for leading countries of the world (Great Britain, France, Japan, Germany, USA, Russia) and it showed a steady increase in the number of patents on biosensors. The reasons for the growth and continuous expansion of the scope of biosensors are: cost reduction, increased durability, speed, reliability, accuracy and sensitivity; increase in their functionality. The article presents a classification of biosensors indicating the percentage of patents by type of transducer and the number of patents by bioselective elements, as well as a description of an automated system for the synthesis of new biosensor designs based on the energy-information method. Paper is given the resulting solution can be used as a skeletal structure to create new biosensors, or improved using the knowledge base on techniques for improving the technical and operational characteristics of physical and technical effects.

In this article the integrated set of measured values and computational in-formative parameters for the mobile diagnostic devices used for monitoring and diagnostics of cardiovascular system of the person is brought. Methods of definition of current values of controllable parameters are examined, their merits and demerits are revealed. For the most effective estimation of a condition of cardiovascular system of the person (definition of parameters of central and peripheral hemodynamics, control parameters of transport of oxygen) it is necessary to use the complex method including volumetric compression oscillometry, electrocardiography, the blood pressure measurement by pulse wave together with a method of an estimation of requirement of an organism of the patient in oxygen. This mobile device can be used for the early diagnosis of COVID-19. The functional scheme of mobile diagnostic device is presented. The scheme includes the set of blocks, which are optimal by price and quality. All modules have built-in batteries, equipped with non-contact charging system that supports wireless communication channel, and boxed in waterproof, ergonomic case. Results of testing of separate blocks of mobile diagnostic device are described in the article.

Design of biosensors refers to the field of interdisciplinary research, therefore, it is necessary to develop a unified systems approach that is invariant to the physical nature of the used phenomena and processes to create an automated system for conceptual design of such elements. It is appropriate to choose the fundamentals of non-equilibrium thermodynamics as the basis for the development of this approach. This article discusses the energy-information model of diffusion phenomena, as the processes of diffusion is the general type of the processes that is occurring in bioselective elements. A number of physical effects are described by this model. In this paper authors continue researches in the field of automation of design of biosensors which was presented at the 6th International Conference on Information, Intelligence, Systems and Applications. The new information technology of functional and structural design of biosensors is described. It is based on the energy-information model of chains, invariant to the physical nature of the processes occurring in technical devices. And it uses the device parametric structural diagrams allowing algorithmization of the search and selection of new technical solutions with estimation of their performance.
