In order to solve the limitations of the traditional method of determining expert weights in AHP and improve the level of the regional economy, this paper proposes a neural network algorithm based on AHP. This paper first calculates the interest correlation coefficient among experts, then obtains the comprehensive evaluation value of all experts according to the evaluation value matrix, and then determines the evaluation weight of each expert in the expert group. Finally, the comprehensive weight of each index is obtained by weighting the index weight obtained from the traditional AHP and the expert evaluation weight. Then, the evaluation value obtained by the improved AHP is used as a prior sample to train and test the BP neural network, and a classifier that can be popularized is obtained. The experimental results show that the overall evaluation value of circular economy of 9 construction enterprises is at a medium level, only 2 enterprises have an evaluation value of more than 50, and one enterprise has an evaluation value of only 35, indicating that the overall implementation of circular economy of these 9 construction enterprises is still at a low level, with great room for development and improvement. Conclusion. The economic management method based on a neural network algorithm can make the evaluation results more accurate and reliable and has high popularization and application value.

Source of fossil fuel is impoverishing in the upcoming future. Renewable energy sources (RESs) are becoming challenging conventional energy substitutes in the present scenario. In this article, an attempt has been made to utilize RESs such as wind and solar energy with combined heat and power economic dispatch problems. The intention of this presentation is to minimize conflict objectives such as fuel cost accomplished with load demand along with transmission losses while satisfying all the constraints. A new optimization technique, namely a quasi-oppositionalbased whale optimization algorithm (QOWOA) is adopted to cope up with the non-linearities of the chosen systems. The proposed technique is tested on two different nonlinear realistic power systems to achieve the satisfactory performances. The superiority of the proposed QOWOA algorithm is judged by comparing it with some recently developed metaheuristic optimization techniques. To cope with the high proportion of renewable energy connected to the grid under the carbon peak and neutrality goal, the investment in distribution network construction will account for more than 50% of the power grid companies’ investment direction in distribution networks in China. According to the characteristics of distribution network investment under the high proportion of renewable energy, a new evaluation index system of distribution network investment efficiency is constructed from the three dimensions of power supply guarantee capacity, total carrying capacity and value creation capacity. Besides, it put forward the game theory combined weighting method based on fuzzy BWM (F-BWM) method and anti-entropy weight method (a-EWM) and the multi-attribute decision-making method of MARCOS based on Pearson coefficient instead of the covariance matrix and improved weighted Mahalanobis distance (I-M-MARCOS). Finally, eight typical distribution network projects in a province of China are selected for empirical analysis. The results show that the model has good applicability in the evaluation of distribution network investment efficiency, and expanding the scale of distribution network and flexibly adjusting resources are the key ways to improve the investment efficiency of distribution networks.
