Village-owned enterprises are expected to become a pillar of national development in Indonesia driven by rural communities. Village-owned enterprises are village businesses managed by the village government to strengthen the village economy. Village-owned enterprises cannot operate without investors who provide matching funds. This study aims to determine the motivation of investors in investing and how they behave in making investment decisions in village-owned enterprises. The research method used is qualitative. This study involved two village-owned enterprise investors and members of the village government in the clear water village of West Sumatra province. Data collection was carried out through in-depth interviews and direct observation of the informants from village officials in 2021. Data analysis used a phenomenological approach. The results showed that the private investment made by investors from the village government was motivated by reasons of power and policy. Social benefits and individual benefits drive investment motivation. Social benefits are obtained from several business activities that can reduce social problems in the community. The impact of this research is the reduction of unproductive land and environmental damage issues.

Purpose: This research is to identify the most important challenges for the local investment commissions and to develop solutions and proposals to encourage local and foreign investment in local governments in Iraq (the Iraqi provinces are irregular in the region). Theoretical Framework: This research suggests a conceptual framework for the local investment commissions in order to solve their problems, the most important of which was to identify the most critical challenges which are facing the Baghdad Investment Commission BIC and how to overcome them. Design/The methodology approach: Research involved a mixed-methods approach through two stages. During the first stage, the researcher gathered quantitative data from all investment projects that obtained Baghdad investment commission BIC from 2015 to 2021 were 168 projects. The second stage gathered qualitative data to explore the survey results more deeply by conducting individual interviews with a sub-sample of 12, 6 interviewees are from BIC and 6 interviewees are from investment organisations. Findings: The research showed several important results represented by legal and administrative challenges. Also, weak incentives and guarantees provided by The National Investment Low NIL No13 of 2006 and its amendments in 2010. The practical and social implications: This research will enable the local investment commissions how to deal with their challenges and then improve their provided services for both investors (foreign and local), particularly in Baghdad province, Iraq. The originality of research: This article provided a significant topic for businessmen and governments on international and local levels, also there is no previous research that has thoroughly searched the reality of local investment in Iraq and prospects for its development.

City branding can shape an area’s positioning and marketing differentiation so that a city can build a clear identity and strong associations and instil positive attributes to compete with other cities, especially for tourism. The primary purpose of city branding is to increase tourists and foster a good perception of the area. Ambarawa Urban Area is part of strategic National Kedungsepur (province) for social and cultural focus. The development of this area aims to create a historical city area that becomes the centre of tourism development. Tourism development also requires support from investors. Investment is important because it can also provide social benefits to the community. Therefore, this article aims to determine investment locations to strengthen the city branding of the Ambarawa Urban Area. The data used in this research are secondary and primary. Secondary data includes land value, road network, land use, and hazard map. The validation of land use data and road networks is carried out using the ground check. The variables used in the analysis are land value, ease of accessibility, and availability of land that can be developed for construction. The analysis techniques used are kernel density and overlay mapping such a conservation area, limited development land and tourism location. The processing map using Geographic Information System (GIS) mapping software. This research resulted in investment locations in several villages, such as Baran, Kupang, Lodoyong, Ngampin, Panjang and Tambakboyo with a total area of 19.14 hectares. The largest investment location can be allocated in Panjang Village which has an area of 9.79 hectares and is spread across two locations.
