The article deals with issues related to the analysis and assessment of factors and the level of regional competitiveness. Approaches are offered for the development of the existing methodical apparatus in this field. The approach to analysis and assessment proposed by the authors is aimed at researching the regional socio-economic system as a dynamicallychanging self-developing organism. The provisions on the assessment of elements of the economic system are formulated on the basis of grouping them according to the principle: regressdepression-progress.The proposed methodology is based on the principles of evolutionary economic theory and tested over the analysis of the construction materials industry in the Belgorod region.

The article is about a complex approach based on the method of analyzing hierarchies and using of fuzzy logics for assessment of risks deals with engineering innovations in coal-mining industry. This approach allows evaluating both quantitative and qualitative risk indicators of compared alternative innovative mechanisms and equipment, does not depend on a field of expertise, thus it makes possible to attract specialists with competencies in various fields of knowledge. Such kind of approach allows making a qualitative assessment of the situation on the basis of formalized logical conclusions, making decision making comfortable and accessible to any specialist. The proposed methodology is implemented as a part of a decision support system.

Abstract. The financial security of the region, being one of the main elements, has a significant impact on the economic security of the Kemerovo region, the largest mining region in the country. The task of the study is to assess the real situation in the financial security of the region and justify the need to develop measures to strengthen it. The article assesses the financial security of the Kemerovo region according to its main criteria: revenues and expenditures of the consolidated budgets of the constituent entities of the Russian Federation per capita; the number of operating credit organizations and their branches per 1000 people of the population; the amount of deposits of legal entities and individuals in credit institutions and bank branches; average amount of individuals' deposits on ruble accounts with the Savings Bank of the Russian Federation; the balanced financial result of organizations' activities, etc. In the course of the work, threats to the financial security of the region were identified, which can be solved by conducting innovations. The results of the study can be used to develop a strategy for the development of the region.
