Using Dachengqi Tang (DCQT) as a model, high performance liquid chromatography (HPLC) fingerprints were applied to optimize machine extracting process with the Box–Behnken experimental design. HPLC fingerprints were carried out to investigate the chemical ingredients of DCQT; synthetic weighing method based on analytic hierarchy process (AHP) and criteria importance through intercriteria correlation (CRITIC) was performed to calculate synthetic scores of fingerprints; using the mark ingredients contents and synthetic scores as indicators, the Box–Behnken design was carried out to optimize the process parameters of machine decocting process under high pressure for DCQT. Results of optimal process showed that the herb materials were soaked for 45 min and extracted with 9 folds volume of water in the decocting machine under the temperature of 140 °C till the pressure arrived at 0.25 MPa; then hot decoction was excreted to soak Dahuang and Mangxiao for 5 min. Finally, obtained solutions were mixed, filtrated and packed. It concluded that HPLC fingerprints combined with the Box–Behnken experimental design could be used to optimize extracting process of traditional Chinese medicine (TCM).

Background: Qin Bing eye drop is prepared with cortex fraxini and borneol. It has been commonly used to relieve the symptoms of photokeratoconjunctivitis (PKC), chronic conjunctivitis and keratitis for more than forty years. However, the origins of cortex fraxini are various, which may result in the unstable quality. Methods: The animal model of PKC was established using rabbit's eyes exposure to Ultraviolet (UV); levofloxaxin drop, normal saline, Qin Bing eye drops made of herbs from Hebei province and Shanxi province were respectively instilled to both eyes of rabbits; the symptoms of rabbits' eyes were observed at different time points and scores based on weights were recorded; the recovery rates of different groups were evaluated. Results: The scores of both eyes for all rabbits were above 9 points, indicating animal models for PKC were successful; the average recovery rates of therapeutic groups, including Qin Bing eye drop groups, were higher than untreated group at different time points; the slopes of recovery rate in Qin Bing eye drop (Hebei) were above Shanxi. Conclusion: PKD animal model can be established successfully; Qin Bing eye drop groups promoted the symptoms of PKD recovering quicker than untreated group. Furthermore, Qin Bing eye drop made of herbs from province Hebei had better effects than Shanxi, which was consistent with chemical results. This indicated that chemical constituents of herbs were able to reflect the effects to a certain extent.

Innovation is important for countries in the competitive global economy. It is one of the main criteria for countries to be superior, to remain competitive, and to produce high technology products. Countries allocate different types of incentives to encourage innovation activities in their countries. Innovation is also one of the strategic issues for the European Union (EU). The aim of this study is to compare the innovation performance of four EU candidate countries, Macedonia (FYR), Iceland, Serbia and Turkey. The entropybased Technique for Order Performance by Similarity to Ideal Solution (TOPSIS) approach is proposed in this paper. First, the importance of each variable is computed by the entropy method to reflect on the differences among the variables in the calculation process. Subsequently, the TOPSIS method is performed by using the value and importance of variables for prioritisation of the candidate countries with respect to their innovation performance. Four case studies are conducted to show the viability of the proposed approach. Each cases study uses different reports, namely The Global Competitiveness Index, Innovation Union Scoreboard, Knowledge Assessment Methodology (KAM) and Global Innovation Index. The results of this study show that the proposed approach provides the same ranking as Innovation Union Scoreboard and KAM.
