The objectives of this study were to assess whether current surveillance capacity is sufficient to fulfill EU and Danish regulations to control a hypothetical foot-and-mouth disease (FMD) epidemic in Denmark, and whether enlarging the protection and/or surveillance zones could minimize economic losses. The stochastic spatial simulation model DTU-DADS was further developed to simulate clinical surveillance of herds within the protection and surveillance zones and used to model spread of FMD between herds. A queuing system was included in the model, and based on daily surveillance capacity, which was 450 herds per day, it was decided whether herds appointed for surveillance would be surveyed on the current day or added to the queue. The model was run with a basic scenario representing the EU and Danish regulations, which includes a 3 km protection and 10 km surveillance zone around detected herds. In alternative scenarios, the protection zone was enlarged to 5 km, the surveillance zone was enlarged to 15 or 20 km, or a combined enlargement of the protection and surveillance zones was modelled. Sensitivity analysis included changing surveillance capacity to 200, 350 or 600 herds per day, frequency of repeated visits for herds in overlapping surveillance zones from every 14 days to every 7, 21 and 30 days, and the size of the zones combined with a surveillance capacity increased to 600 herds per day. The results showed that the default surveillance capacity is sufficient to survey herds on time. Extra resources for surveillance did not improve the situation, but fewer resources could result in larger epidemics and costs. Enlarging the protection zone was a better strategy than the basic scenario. Despite that enlarging the surveillance zone might result in shorter epidemic duration, and lower number of affected herds, it resulted frequently in larger economic losses.

RESUMENEste estudio presenta un análisis económico de las estrategias de control para la fiebre aftosa (FMD) en rebaños ganaderos. Estrategias de control de vacunación-para-vivir alternativas fueron comparadas a la estrategia que involucra el sacrificio de todos los animales susceptibles en una área de 1 km alrededor de los rebaños infectados, además de medidas estándares como el sacrificio de rebaños infectados, sacrificio preventivo de rebaños de contacto, establecimiento de control y zonas de vigilancia. Las estrategias de vacunación fueron distintas en relación con el radio de vacunación alrededor de los predios infectados (2 km versus 5 km). Para ejemplificar las consecuencias económicas se usó el caso de Holanda. Estas estrategias fueron evaluadas para un área ganadera escasamente poblada (SPLA), con menos de 2 predios/km 2 y en un área ganadera densamente poblada (DPLA) con más de 4 predios/km 2 . Los resultados para el modelo de presupuesto parcial FMD mostraron que para DPLA una estrategia de control que incluye un radio de vacunación de 2 km es económicamente más efectiva. Para SPLA, una estrategia de control que incluya un radio de sacrificio de 1 km alrededor de un predio infectado es económicamente más efectiva .Palabras clave: fiebre aftosa, vacunación, modelo de simulación epidemiológica, economía de rebaños. SUMMARYThe paper presents an economic analysis of Foot-and-Mouth Disease (FMD) control strategies for livestock herds. Alternative vaccination-to-live control strategies were compared to the strategy that involves culling of all susceptible animals in an area of 1 km around infected herds in addition to standard measures as culling of infected herds, pre-emptive slaughter of contact herds, establishment of control and surveillance zones. Vaccination strategies differed with respect to the radius of vaccination around infected farms (2 km versus 5 km). As an example to illustrate the economic consequences the Netherlands was used. These strategies were evaluated for a Sparsely Populated Livestock Areas (SPLA) with less than 2 farms/km 2 and a Densely Populated Livestock Areas (DPLA) with more than 4 farms/km 2 . Results of the partial budgeting FMD model revealed that for DPLA a control strategy which includes a vaccination radius of 2 km is most cost effective. For SPLA a control strategy which includes a 1 km culling radius around an infected farm is most cost effective.

Resumo: Em diversos países, a tuberculose bovina, causada por Mycobacterium bovis, é tanto um problema econômico quanto de saúde pública. Mundialmente, são implementados programas de erradicação da enfermidade com políticas baseadas em testes tuberculínicos e abate dos animais reativos, porém pouco se sabe sobre os custos e a efetividade das políticas de erradicação. O presente estudo avaliou a relação de custo-efetividade dos protocolos de diagnóstico da tuberculose bovina, em uma abordagem multidisciplinar, empregados em um rebanho naturalmente infectado. Após realização da análise de custo-efetividade (C/Ef) dos protocolos diagnósticos ante-mortem observou-se que o Teste Cervical Comparativo (C/Ef=4,68), quando utilizado isoladamente, é a escolha diagnóstica mais custo-efetiva para um rebanho naturalmente infectado. Para os protocolos confirmatórios de diagnóstico post-mortem a histopatologia (C/Ef=17,47) associada ao Teste Cervical Simples e Teste Cervical Comparativo foi a escolha mais custo-efetiva para os animais do rebanho estudado. Entretanto, o único protocolo eficaz em diagnosticar 100% dos animais infectados foi o uso em conjunto do teste humoral ELISA associado ao teste celular IFN.
