The new normal era is a necessity and must be faced by all countries until the discovery of the Covid-19 disease vaccine. The implementation of this new normal era policy has caused public debate related to various concerns of the people, especially the state’s readiness to guarantee the safety of the population from the transmission of Covid-19, especially in the protection of children in terms of fulfilling their rights. This paper aims to find out child protection providers in providing protection and fulfillment of children’s rights in new normal behavior during the Covid-19 pandemic and to find out the implementation of policies towards the protection of children’s rights in new normal behavior during the Covid-19 pandemic. This research uses doctrinal law research. Legal information sources use primary legal materials (relevant regulations and documents) for further qualitative analysis. The approach used is a statutory approach and conceptual approach in helping solving problem formulations. This research concludes that the right effort to deal with the new normal era is to strengthen child protection based on children’s rights, starting from parents, family, community, and government during the pandemic. Associated with the establishment of a policy schedule for children entering school when the new normal era in the Covid-19 pandemic. The key to protecting children in the new normal era is the health protocol rules that can be a guideline for parents and caregivers of children and the fulfillment of children’s primary rights in the new normal era is the health and safety aspects of children.

Violence is any criminal conduct that may harm the victim. The violence occurred on a number of factors, including the factors economic, cultural, social, and legal. Today, violence is an awful lot going on in the community. See the rampant violence lately are influenced by the large number of people experiencing prolonged crisis due to oppression. The action also triggered by weak social control that is not followed by legal enforcement measures. There is also the violence done to women and children. Violence against women as a global problem, already fretting over every country in the world, not just the countries that are developing but also including developed countries which are said to be greatly appreciate and care about the human rights as United States of America. Indonesia as a country that is growing, it bore the title bad in the problem of human rights violations. Human rights violations are one of which violations of women's human rights. The women's human rights violations can be classed as acts of violence against women. Violence against women may occur anywhere (in a public place, in the workplace, the surroundings of family (household) and others. Can be done by anyone (parents, brothers or women and others and can occur at any time (day and night). In addition, the violence that occurs in children also resulted in mental decline. Children will feel depressed and prolonged trauma. It is certainly harmful for the child's mental and psychic condition. Violence in children usually occurs because a child who is misbehaving and not according towards parents so often parents furious and do acts of violence. This I will discuss to uncover cases of violence on women and children.

A child contains human right, including those employing adult, children do not have much to think about and take concrete steps. In Indonesian, laws relating to Positive Law, is The Law No. 23 of 2002 on Child Protection have been amended by Law No. 35 of 2014 on Child Protection, which is very significant in reducing the level of violence against children. Legal protection for Children begins early in the womb birth. In its development there are children are in the environment is full of violence. Various social deviations that occur in the community more and most of the children. So that the perpetrators of violence do not feel deterred and no longer do the crime.
