The development of research and innovation should be a strategic direction of state policy in the sphere of education. This imposes additional functions connected not only with fundamental and applied research, which is the traditional type of research work of universities, but also with the inclusion of universities' research activities into the unified innovation process of the creation and practical application of new knowledge to obtain new goods or services with new properties. The aim of the article is to determine the ability of international scientometric databases to assess the research and innovation activity of Russian universities. The key research method is regression analysis used to establish the relationship between the Hirsch index values for research papers in the Scopus and Google Scholar databases. The paper shows the possibility and expediency of using Google Scholar to evaluate the results of research and innovation activities of medical universities' faculty. This allows increasing the efficiency of the scientometric evaluation of researchers under external information constraints. This corresponds well to the principles of functioning of an entrepreneurial university. The advantage of Google Scholar is the consideration of Russian-language publications in the indexing.

Current global economic processes bring into focus strengthening international cooperation, developing transparent partnerships, and establishing professional exchange. This leads to the necessity to narrow the gap between higher professional education and the requirements of business and economic environment. National educational models need to intensify the shift from knowledge-based teaching to developing truly competitive competences, with special focus on foreign language communicative competence. This paper presents the results of teaching quasi-professional group communication in English to the students of non-linguistic university majors. The aim of the research was to analyze the experience of forming soft skills and educational competence through English language communication between the students of economy and international relations from two Russian state universities. The authors used the method of comparative analysis of formal structured survey results, and the methods of statistical data processing. The preliminary survey revealed that the respondents suffered from foreign language anxiety, were not ready to communicate with many people at once, and preferred free discussions to regulated professionally valuable polylogue. In order to overcome the communication barriers the authors designed and tested an experimental alternative teaching methodology. The preliminary research results lead to the conclusion that raising a new generation of professionals with soft skills and educational competence required by the new Russian economy is hardly possible without extending the range of teaching tools and changing approaches to teaching nonlinguistic university students how to use a foreign language for professional communication.

The traditional teaching model is teacher centered, with conservative textbooks and methods. To some extent, multimedia information retrieval technology can provide relevant information based on user query conditions, thereby alleviating the problem of information overload. This study applies image retrieval, audio and video retrieval techniques from multimedia information retrieval technology to vocational English education. It is recommended to include visual, auditory, and video materials in the course plan to meet the needs of all students. This will help ensure that the teaching objectives of each unit are achieved. Multimedia information retrieval technology may create a new learning mode in which vocational college students can use a series of mobile terminals for learning activities at anytime and anywhere, making learning more comfortable and personalized. A random double-blind survey questionnaire was designed to investigate student satisfaction and evaluate the effectiveness of multimedia information retrieval technology in vocational English teaching, in order to test the effectiveness of multimedia information retrieval technology in vocational college English teaching. According to the survey results, the majority of students acknowledge the performance of multimedia information retrieval technology in English teaching. Therefore, the application of multimedia information retrieval technology in vocational English teaching is conducive to cultivating students' self-learning ability and creative thinking ability. Meanwhile, multimedia information retrieval technology has improved the quality and level of information literacy education for college students.
