PurposeCommunication within a public organization is a fundamental aspect considering its contribution both to organizational well-being and – as highlighted by recent literature – to the improvement of relations with external users. This paper aims at analyzing the relevance of different dimensions of communication and the relationship between communication and citizens' satisfaction.Design/methodology/approachThe study is based on data collected through questionnaires (303; 86%) filled in by the public personnel of an Italian local government to verify the communication dimensions relevance. The authors applied the OLS method to test the relationship between communication dimensions and citizens' satisfaction (deriving from the municipality's customer satisfaction survey system, which collected 3,708 questionnaires).FindingsThe authors show that four of the five communication dimensions considered are particularly relevant and that two of them (“interpersonal communication” and “organizational communication”) positively influence the level of satisfaction of users of local public services (citizens' satisfaction), also countering the negative perception of certain sectors (e.g. taxes and local taxation, traffic police). The conclusion also highlights some limitations of the work.Originality/valueThe study brings new insights into the impact of communication (as an element of public employee well-being) on citizen satisfaction, leading to some useful implications for public managers.

The purpose of this paper concerns the relation between delivery of electronic services (e-services) and evaluation of public administration performance. Public sector organizations should pay attention and determine the strategies to be followed in order to increase the satisfaction of citizens and businesses in relation to delivery of electronic services. The study aims to review the demands toward progress to the competitiveness, the sustainability, efficiency and effectives in public administration that have rapidly enforced the wide reforms in the public sector, in order to modernize the initiatives to offer better electronic services for the citizens. The article aims to present that the transformation process toward providing electronic services to the citizens should be assessed continuously, in light with challenges, demands and process of globalization, in order to strengthen the capacities of public administration and make it more efficient. In this regard, the regular evaluation and measurement of the public administration performance leads toward the promotion of enhanced public services and higher level of accountability. Through receiving the e-services, citizens can save their time, can reduce the expenses and create an easier access of communication with all levels of the government.

Assessment of judges in itself is one of the criteria in relation to the establishment of specific rules for the career of judges, creation of a healthy judicial system and a proper one. Professional Assessment process of judges based on objective, clear and transparent criteria, has a great importance for the consolidation of judicial power, because on its base, transfer and promotions of judges are performed only on the basis of individual merit. Considering the fact that the approximation of the Albanian legislation with the European one, has become a task of the Albanian legislator, the draft “On the evaluation system of judicial activity in RA” deserves special attention.This article takes in a comparative analysis the current law “On the individual assessment of judges in Albania” and the draft law “On the evaluation system of judicial activity in RA”. The main attention of the analysis focuses on some basic elements for evaluation of the judges, pointing to some basic procedures relevant and necessary in relation to the performance and their role in the process of administering justice in our country. In the analysis of this draft law we will mainly focus on the establishment of procedures, principles and criteria for professional and ethical assessment of the judges of courts of first instance and courts of appeal that predicts the draftlaw. In the following the article is focused on a comparative view of the assessment criteria, according to the Italian model. Analysis of the Italian system of individual assessment of judges may highlight on some the practical aspects of the most suitable model of assessment to be implemented in Albania.
