Cognitive decision engine based on binary particles swarm optimization with non‐linear decreasing inertia weight

Abstract: In this paper, a multi-carrier cognitive decision engine based on a binary particle swarm optimization with a non-linear decreasing inertia-weight (NDI-BPSO) is presented.
