Esta contribución revisa la historia de estos códigos en la administración pública, resaltando el vínculo con la necesidad de recuperar la confianza de los ciudadanos, entre otras cosas a través de un comportamiento ético de los servidores públicos. sobre la base de la literatura y la experiencia internacional, se retoman factores clave para el diseño y la implementación exitosa de un código que logre incidir en el comportamiento en la administración pública.Palabras clave: códigos de conducta, códigos de ética, administración pública, confianza de los ciudadnos, servidores públicos. Public administrative behavioral codes AbstrAct codes can be understood as a set of standards and principles aimed at guiding, ordering and thereby facilitating coexistence in a given society. this contribution reviews the history of codes in the area of public administration, underscoring the link with the need to build citizens' trust, among others things, through the ethical behavior of its public servants. based on literature and international experiences, this paper identifies key success factors for both the design and the successful implementation of a code that is able to influence behavior in the public administrative sphere. I. LA EmErgEncIA dE códIgos dE comPortAmIEnto En EL sEctor PúbLIcoUn código se puede entender como un conjunto de estándares y principios para guiar, ordenar y así facilitar la convivencia en una colectividad. En este sentido, el propósito de los códigos es incidir en el comportamiento de los individuos para lograr fines colectivos. Al fin y al cabo es de acuerdo a este objetivo que se debe medir la calidad de un código.Los códigos se volvieron necesarios desde el momento en que las sociedades humanas empezaron a organizarse de manera más compleja; es decir, cuando establecieron jerarquías, delegaron actividades y se dividieron el trabajo 3 . Los primeros códigos nacieron en las primeras grandes ciudades de la humanidad, en la antigua mesopotamia, entre los ríos tigris y Éufrates, con la escritura de los sumerios. El código de Ur-nammu, rey de la ciudad de Ur, fue escrito entre los años 2100 y 2050 a.c. y es el código escrito más antiguo que conocemos. más famoso es el código de Hammurabi, rey de la ciudad de babilonia, escrito tres siglos después y que recopila diferentes códigos existentes en ciudades del imperio. Estos primeros códigos eran supuestamente de origen divino (Hammurabi habría recibido el código del dios shamash), lo que les daba legitimidad y aumentaba la probabilidad de su cumplimiento.
