Based on a detailed study of the return of national-level planning in Argentina as embodied by COFEPLAN, the national planning council, we develop a conceptual framework to analyse the possibilities and limits of steering in governance. We lean on the theoretical apparatus of evolutionary governance theory and use the concepts of goal dependency, interdependency, path dependency and material dependency (effects in governance) to analyse the reality effects of strategy (effects of governance). Methodologically, our study relies on archival work and semi-structured interviews with planning scholars and public officials from different levels of government. We show that, although material and discursive reality effects were abundant in the evolution of Argentine planning policies, dependencies and discontinuities undermined both the central steering ambitions of the government and the innovative potential of the new planning schemes. The dramatic history of the Argentine planning system allows us to grasp the nature of dependencies in a new way. Shocks in general undermine long-term perspectives and higher-level planning, but they can also create windows of opportunity. The internal complexity and the persistence of Peronist ideology in Argentina can account for the revivals of national-level planning, in very different ideological contexts, but the recurring shocks, the stubborn difference between rhetoric and reality, the reliance on informality, created a landscape of fragmented governance and often weak institutional capacity. In that landscape, steering through national-level planning becomes a tall order.

Several intergovernmental agreements highlight the need for resilience in the face of environmental and societal challenges. Coastal systems are particularly complex and susceptible to global climate change, and building human resilience to future changes is of high priority. While the concept of resilience has historically been associated with stability to perturbations, the notion of transformation within the social-ecological resilience (SER) approach has recently gained importance in ecosystem management. In order to operationalize resilience in the context of coastal governance in a changing climate, a better understanding of the concept is required. This paper provides an overview of different approaches to resilience, including stability and transformation, in order to understand resilience as a concept in a coastal governance context. Subsequently, we propose five steps and three types of knowledge (system, target, transformative) with which to embed SER in coastal governance. In addition, we consider scale and system boundaries; identify (un)desirable system characteristics and the role of normative goals and common visions in resilience management. Finally, we highlight the central role that local actors and information services play in fostering a two-way exchange between science and society and tailoring solutions for establishing or enhancing SER to the needs of local actors. We conclude that the navigation between stability and transformation within the concept of resilience is central to finding sustainable future pathways in the face of climate change.

Infrastructure healthy enhancement for saving resources in operation procedures is one of the most important objectives for owners on their decision support system based on cost management. In this manner, finding the intervention action priority, as well as the inspection method and maintenance system for each component, with regard to a limited resources amount is investigated in this paper. Defects on infrastructure components create data and these data are undoubtedly useful to increase the knowledge in decision making in practice. In that sense, risk analysis and value of information can be applied using decision trees together with Bayesian networks. For data filtering and noise reduction, a principal component analysis may also be applied to manage a database and prepare useful input variables for the decision tree system. This paper presented an approach for the maintenance managers to prepare their infrastructure available with a sustainable index with minimum cost. This index would be a tool for decision-makers with regard to the cost management and sustainability aspects.
