Improving the performance of clinical departments is not only the significant content of the healthcare system reform in China, but also the essential approach to better satisfying the Chinese growing demand for medical services. Performance management is vital and meaningful to public hospitals in China. Several studies are conducted in hospital internal performance management, but almost none of them consider the effects of informational tools. Therefore, we carried out an empirical study on effects of using performance management information system in Shanghai Ninth People’s Hospital. The main feature of the system is that it provides a real-time query platform for users to analyze and dynamically monitor the key performance indexes, timely detect problems and make adjustments. We collected pivotal medical data on 35 clinical departments of this hospital from January 2013 until December 2014, 1 year before and after applying the performance management information system. Comparative analysis was conducted by statistical methods. The results show that the system is beneficial to improve performance scores of clinical departments and lower the proportion of drug expenses, meanwhile, shorten the average hospitalized days and increase the bed turnover rate. That is to say, with the increasing medical services, the quality and efficiency is greatly improved. In a word, application of the performance management information system has a positive effect on improving performance of clinical departments.

Purpose: The research proposed an approach for grouping hospital inpatient service efficiency that have the same characteristics into certain clusters based on BOR, BTO, TOI, and AvLOS indicators using Agglomerative Hierarchical Clustering.Design/methodology/approach: Applying Agglomerative Hierarchical Clustering with dissimilarity measures such as single linkage, complete linkage, average linkage, and ward linkage.Findings/result: The experiment result has shown that ward linkage was given a quite good score of silhouette coefficient reached 0.4454 for the evaluation of cluster quality. The cluster formed using ward linkage was more proportional than the other dissimilarity measures. Ward linkage has generated cluster 0 consists of 23 members, cluster 1 consists of 34 members, while both of cluster 2 and 3 consists of only 1 member respectively. The experiment reported that each cluster had problems with inpatient indicators that were not ideal and even exceeded the ideal limit, but cluster 0 generated the ideal BOR and TOI parameters, both reached 52.17% (12 of 23 hospital inpatient) and 78.36% (18 of 23 hospital inpatient) respectively.Originality/value/state of the art: Based on previous research, this study provides an alternative to produce more proportional, representative and quality clusters in mapping hospital inpatient service efficiency that have the same characteristics into certain clusters using Agglomerative Hierarchical Clustering Method compared to the K-means Clustering Method which is often trapped in local optima.

An Integrated Approach to Municipal Solid Waste Recycling Performance Evaluation by Incorporating Local Demographic Features

Recycling municipal solid waste has become a challenging task for municipalities. Appropriate recycling efficiency evaluations are, thus, essential to find practical benchmark learning targets for inefficient municipal solid waste authorities (MSWAs). This study developed a recycling performance evaluation procedure by subgrouping MSWAs with prominent local demographic features, such as population density, ratio of senior citizens, tourism index etc. Principal recycling relevant factors for MSWAs in each group were then collected, and data envelopment analysis (DEA) was applied for efficiency evaluation and benchmark learning targets. A case study of 181 MSWAs in Taiwan demonstrated the suitability of the proposed procedures. An assessment of the required efforts for efficiency improvements revealed that, in an unsegregated scenario, inefficient MSWAs representing a rural subgroup required maximum efforts to fulfill the efficiency targets, which was on average 61% higher than that determined in their respective subgroup. Furthermore, the unsegregated scenario revealed proximal efficiency results for the urban subgroup. The results indicated that consideration of local demographic features was essential for a fair assessment of recycling efficiency. Additionally, evaluating MSWAs with similar local demographic features was superior in obtaining appropriate benchmark learning targets for the inefficient MSWAs and, consequently, exhibited practicality for improving walkthroughs to achieve the efficiency goal.
