The article presents the original algorithmic model for identification of growth zones of the national innovation system that maximize the effect of government support. The model is based on numerical comparison of values of indicators of gross domestic product, the human development index and the integral value of the global innovation index, and also its subindicators characterizing government support of national innovation system in each of the countries under consideration. The model compares these indicators for about 180 countries aggregated from 2013 to 2019 and identifies sectors of the national innovation system, stimulation of which gives the highest contribution to growth of the integral indicator of the global innovation index. For the Russian Federation with the use of the model the spheres of potential economic growth in the national innovation system were determined and ranked according to the dynamics. The growth zones of the national innovation system of Russia identified by the model are generally consistent, on the one hand, with the internal policy pursued by the government, and on the other hand, with the peculiarities of the country’s historical path.

В статье рассматриваются вопросы развития низкоуглеродной экономики в строительстве и жилищнокоммунальном хозяйстве. Актуальность темы связана с реализацией основных положений Стратегии социально-экономического развития Российской Федерации с низким уровнем выбросов парниковых газов до 2050 года (2020 г.). Цель исследования -развитие методов низкоуглеродной экономики путем стимулирования экономии энергии при строительстве и эксплуатации зданий, применения инновационных конструкций и материалов за счет торговли квотами на выбросы парниковых газов, введения климатического налогообложения, создания климатических фондов и поддержки энергосберегающих проектов. Автором предложен проект низкоуглеродного развития экономики на основе повышения энергоэффективности эксплуатации зданий и сооружений. В качестве критерия реализации таких проектов рассматривается экологически скорректированный чистый дисконтированный доход с учетом экономии топливно-энергетических ресурсов и снижения выбросов парниковых газов. Разработан норматив пересчета сэкономленной энергии за счет применения энергоэффективных строительных материалов при использовании зданий и снижения выбросов CO2. Выполнен расчет энергоэффективности жилья на примере территорий промышленных зон города Москвы, который показал снижение порядка 2,6 тонн СО2 на 1 000 м 2 жилья. Предложены экономические инструменты регулирования климатических проектов, включая льготное налогообложение энергоэффективных зданий, субсидирование процентных ставок при кредитовании мероприятий в сфере энерго-и ресурсосбережения.
