In April 2018, the International Maritime Organization (IMO) reached agreement on its Initial Strategy to reduce greenhouse gas emissions from international shipping. The Initial Strategy was a success for the EU, as it achieved its long-term objective of reaching an international agreement on greening shipping. However, several factors call into question whether the “success” was the result of the role played by the EU. Using process-tracing, we provide insight into the factors and the mechanism that led the EU to achieve its objective with the Initial Strategy. The article finds that the EU’s goal achievement was the result of a mechanism triggered by (1) its overarching objective for action in the IMO on emissions in international shipping; (2) an entrepreneurial coalition partner; and (3) mounting momentum for action in the IMO. While the EU, including through its member states, played an important role in the negotiations, it only did so relatively late in the process, building on the successful work of the Shipping High Ambition Coalition. Based on this case study, we note implications not only for the proposed aspects of the European Green Deal related to greenhouse gas emissions from shipping, but also our understanding of the EU as an international (climate) actor.

Towards a circular disruption: On the pivotal role of circular economy policy entrepreneurs

The shift towards sustainable development is argued to be achieved by a circular disruption triggered or supported by circular economy (CE) policies. CE policies can pressure the disruption of currently predominant linear socio-technical systems across sectors towards a circular paradigm. Knowledge on how these policies appear on the agenda is essential to accelerate the circular disruption. Several works highlight the importance of policy entrepreneurs as agenda setters. However, they were not explored by the scholarly community on CE yet. Therefore, this article analyses the characteristics and strategies of CE policy entrepreneurs in Portugal as a circular frontrunner in the European Union (EU). Two groups of policy entrepreneurs were distinguished based on their different characteristics and strategies. Successfully driving the adoption of national CE policies required ambitious, tenacious and perfectionist CE expert(s) who create a CE vision, derive concrete solutions and gather support for their ideas, the CE initiator. Influencing CE implementation and evaluation required politically savvy CE implementers who openly and tenaciously develop projects and secure the continuous development of the policy.

From mitigation to adaptation: Problematizing climate change in the maritime transport industry

The literature on climate change in the maritime transport industry has grown rapidly in the last few years. Yet as the research agenda has progressed, scientific debates have become more isolated and fragmented, making it difficult to translate new findings into broader policy debates. This article draws on problematization methodology to help organize the scientific debate on maritime emissions and to identify analytical gaps and challenges. We argue that scholars investigate shipping's emission problem from four distinct analytical perspectives— (1) international laws and regulations, (2) markets and economics, (3) engineering and technology, and (4) authority and legitimacy. Each of these perspectives problematizes maritime emissions in specific ways, leading to different policies and strategies to address the problem. We call for better integrating these four literatures and highlight three crosscutting areas and problems for future research.
