Climate change adaptation and local government: Institutional complexities surrounding Cape Town’s Day Zero

Abstract: The challenges associated with climate change in local governments are growing daily. One such challenge is water security, an aspect that draws us to the subject matter of climate change adaptation. This article discusses findings about institutional complexities surrounding Day Zero, a concept associated with water taps running dry because of drought conditions as aggravated by climate change in the city of Cape Town, South Africa. The thrust on institutional complexities is deliberate, as this affects how c… Show more

“…The drought in Cape Town, South Africa stressed the importance of inter-governmental cooperation and coordinated planning by several stakeholders. The drought required inter- and intra-governmental cooperation between multiple spheres of government, including the management of a broad range of stakeholders and political entities ( Nhamo and Agyepong, 2019 ). The Cape Town drought highlights how a lack of coordination between essential organs of state and political entities can exacerbate and slow response efficacy ( Rodina, 2019 ).…”

“…The city's population grew from 2.4 million people in 1996 to 4 million in 2017, a 67% increase. During the same time, the dam storage capacity only increased by about 15%, and rainfall remained highly variable (Nhamo and Agyepong, 2019). This forebodes further future water supply scarcity and the viability of future water access, a crisis seen around the world as more people move to urban centers, placing pressure on the water sources supplying these cities (Parker et al, 2018).…”

“…Scott et al 's (2018) paper has a deus ex machina ending, with funding arriving from national government at the eleventh hour, while the Cape Town papers have a tragic ending. Those with local government as the protagonist conclude with the state being misunderstood and maligned by the public whom it believes it has 'saved' from crisis (Enqvist and Ziervogel, 2019;Nhamo and Agyepong, 2019), or with local government fractured and in conflict within itself (Visser, 2018). Alternatively, although local government is the villain in Robins' (2019) paper, it is presented as victorious in maintaining its hegemonic power, with the hero, the 'Water Master' , representing the dissidents, having failed to win control of a public water spring.…”
