According to statistical estimates from different sources, ---30-40% of all accidents in the power-generating units of nuclear power plants are due to operator error. This level is unsatisfactory, and for this reason one of the main goals of nuclear power plant safety must be to decrease this fraction by at least a factor of 10. According to current notions, this problem can be solved by wide adoption of scientifically substantiated methods for professional selection of operators as well as methods for efficient organization of the work performed by operators.Many works have now been published, both in the domestic and foreign technical literature, on the professional selection of operators [1][2][3]. The results of some of these investigations of the selection of personnel for nuclear power plants confirm that professionally selected operators make fewer mistakes. Experience shows, however, that the problem as a whole cannot be solved by the methods of professional selection and training of personnel.Good operator training and the successful solution of his social problems are only the basic prerequisites for obtaining the desired result. Much is determined by the efficient organization of operator activity at the work place. It is important to note that the main problem -that the work place must engender in the operator a feeling of psychological confidence in his work -is often omitted from the proposed solutions to the problems of habitability, conformity, communicability, simplicity of dialog with the intellectual means of automation, and so on. This question of the organization of the operator's work is the subject of this paper.To understand the crux of the presentation of the material in this paper, we define such concepts as the working medium of the operator and psychological confidence.The working medium of the operator is the collection of all factors which are external to the operator and which influence his ability to function, as determined by the possibilities of understanding information, assessing the situation at hand, and forming and transmitting information to both the means of automation and the shift, and adjacent and higherlying systems. Therefore, the working medium of an operator includes everything that influences his work.Psychological confidence is best understood from the standpoint of personal experience, when one can analyze actions over a period of time and identify those which were performed confidently. For purposes of the present paper, it is not so much the interpretation of the concept itself that is important, since it is associated with a specific person; it is the definition of the objective conditions which form the concept that is important. We shall try to answer the question: Under what conditions would you feel psychologically confident? Most such cases are most likely associated not only with good physical condition, but with the knowledge that one wishes to achieve somehow the desired goal, the possible obstacles to achieving the desired goal, and how these obstacle...
