Government procurement, being the largest business sector worldwide, faces significant challenges in terms of corruption, lack of transparency, and accountability. This study performs a bibliometric analysis to quantify and evaluate the scientific production on ethics in government procurement, identifying trends and associations between key terms over time. Using the Scopus database, 236 relevant documents dating from 1983 to 2024 were extracted, revealing a predominance of research articles and increasing attention to the topic, especially in the context of the COVID-19 pandemic. The findings indicate the importance of sustainable and responsible practices, as well as the potential of technological innovation, such as blockchain implementation and electronic contracting, to improve the integrity and efficiency of government procurement.

Purpose: This research aim to analysis the main challenges and strategies in the bureaucratic reform process in developing countries. All countries in the world make bureaucratic reform their main agenda, including developing countries. However, the main focus of bureaucratic reform studies is still limited to developed countries. Methodology: Using a Systematic Literature Review (SLR) method, this research attempts to map the main challenges and strategies in the bureaucratic reform process in developing countries. The PRISMA method is used for the SLR process, from articles from international journals indexed by Scopus from 4 reputable publishers (Elsevier, Wiley, Taylor and Francis, and Emerald). A total of 16 relevant articles were analyzed to mapping bureaucratic reform trends in developing countries. Result: As a result, the main problems of bureaucracy in developing countries are the service was accused of being dysfunctional, fragmented, poorly organized, inefficient, ineffective, evasive, defeatist, delayed, reckless, self-serving, inexplicable, irresponsible, corrupt, non-transparent, irresponsible, and incapable meet citizens' expectations. The challenges faced are politicization, incompetent human resources and a corrupt culture. Conclusion: The strategy carried out by developing countries is mainly to carry out a transparent selection process and improve administrative standards. Originality/Value: Bureaucratic reform in developing countries is still a crucial problem in administrative studies. This research offers analysis of main problems and challenges of Bureaucratic Reform in developing countries.

The evolution of governance from ancient times to the present highlights the critical role of ethics in ensuring effective and fair administration. This study explores the necessity of ethical governance in Nepal, emphasizing the interplay between good governance and ethical leadership. The literature review traces the historical development of governance concepts, from the social contract theories of Hobbes and Rousseau to contemporary definitions that stress transparency, accountability, and participation. Ethical governance is identified as essential for addressing current shortcomings in Nepal's governance structures, despite existing legal frameworks. Ethical leadership, characterized by integrity, accountability, and fairness, is pivotal in fostering trust, transparency, and sustainable decision making. Based on the narrative review, this research underscores that while good governance focuses on systems and outcomes, ethical governance ensures these are achieved through morally sound principles. The study concludes that Nepal's path to sustainable development and genuine prosperity lies in embedding ethical governance deeply within its political and administrative frameworks, driven by committed ethical leadership.
