In the early years of the nation-state model, the imposition of the national language and the official version of the national history, myths and icons was an essential part of the process of nation-building. These were efforts to create unity out of the diversity that the nation-states found within their borders. As nationalism acquired a negative connotation through the WW2, national symbolisms faded to the background until globalisation and migration brought national identities back into the front stage. Migration, integration, and health for aging LGBTQ2 populations in the EU: a strengths-based approach to policy

What is often absent in accounts of LGBTQ2 migration experiences are the roles of policies and legislations in the regulation of sexual and gender minoritized populations' movements across borders. Specifically, many health policies can simultaneously impact on access to and uptake of health services and thereby influence health outcomes among older LGBTQ2 populations. In this paper we offer an analysis of the ways in which current policies and legislation within select European Union (EU) states can impact on freedom of mobility; recognition of same-sex partners and gender-identity in receipt of social benefits; social and labour market integration; language and cultural competency; anti-discrimination policies in health and care; healthy aging initiatives; and the mainstreaming of health policies versus targeted health intervention policies could potentially impact the flow of migration of older LGBTQ2 individuals between select Member States and outside of them. In the following synthesis, we argue the need to approach health policies from 'strengths-based' approaches within a life course framework in exploring the development and implementation of policies surrounding the healthy aging of older LGB-TQ2 people; and to articulate how policies surrounding these issues could influence the migration of older LGBTQ2 individuals and their families. We argue that there is a need to develop both mainstream and targeted-intervention policies, and direct future research towards the assessment of the specific health needs and initiatives for aging LGBTQ2 populations both in Canada and in EU Member States with comparable health systems.

“…Immigrants who are mandated to pass them are family migrants and refugees, together with internal EU immigrants and non-EU labour migrants (who seek permanent residency or citizenship of the Member State they reside in). These integration policies thus do not select immigrants, but they are applied to immigrants who are legally already admitted and rarely expelled or permanently excluded from the territory if they fail to pass integration requirements (Permoser 2012;Van Oers 2013;Goodman and Wright 2015;Joppke and Eule 2016;De Waal 2018). 2 That being the case, integration requirements in Europe evidently have become more burdensome, exclusionary and have caused prolonged legal precarity for admitted immigrants; however, I will argue that their most salient effects are symbolic.…”

In multiple EU Member States, immigrants are subjected to an increasing number of integration requirements in order to gain access to residency and political rights. This article explores the legitimacy of such requirements from the perspective of recent theories of social equality. According to these theories, states must seek to uphold a 'community of equals' and to avoid problematic status hierarchies between citizens. I argue that aspects of current integration schemes in EU states jeopardise social equality by indicating symbolic hierarchical variations in the status of nonimmigrant citizens and citizens with certain immigrant backgrounds. First, there are integration requirements that convey the message that certain immigrants are unwanted or will never truly belong to the nation. Second, there are integration requirements that suggest that the citizenship of (certain) immigrants must be earned conditionally and is contingent on certain competences and efforts, while native-born citizens of the majority are implicitly perceived as natural possessors of their unconditional citizenship. I argue that these integration requirements are problematic from a social equality perspective. Integration requirements that suggest a status hierarchy between citizens who naturally belong and those who conditionally belong should be rejected.
