The present paper assesses the strategic significance of transition to the multifunctional vector of sustainable development for rural territorial entities. The study outlines perspective research areas to examine the phenomenon of sustainable rural development. The purpose of this study is to develop a methodological approach to the implementation of sustainable rural development strategy in the context of the COVID-19 pandemic. The goal of this study was achieved through the development and implementation of a comprehensive research project that combines the advantages of desk and field research. Designing a cluster scenario of sustainable rural development exploited a multidimensional statistical analysis, scenario forecasting and foresight methods. The study used a systematic approach focused on the main elements of rural areas, their exogenous and endogenous factors of functioning and interconnection, the current state, weaknesses and strengths in identifying strategic priorities for sustainable development. In turn, the system analysis relied on conducting explicit examination and evaluation, subsequent expertise, and working out a rural development strategy. Rural areas of the Non-Chernozem zone of the Republic of Bashkortostan were chosen to approve the developed methodological approach. The introduction of the devolved administrations (DAs) in the UK in 1999 was based on specific legal powers for this new scale of governance which included control of national and local priorities for expenditure within devolved matters. The legal powers conferred on these administrations included freedoms to determine expenditure within budgets which, in the case of DAs, included specific allocations linked to the Barnett Formula ensuring proportional allocations of UK state expenditure in a range of policy areas and later in the DAs, powers were provided to allow direct access to borrowing and raising funding through a range of means. In the period 1999–2014, DA powers were gradually increased, first in Scotland then in Wales and Northern Ireland. However, since 2014, in the DAs, UK Central Government has been using the provision of local and sub-regional ‘deal’ funding models, controlled by Whitehall, to gradually undermine this devolved decision making. This article discusses the role devolution and deals within the context of increasing EU principles of subsidiarity and the exercise of the UK Government’s de facto and de jure powers in response. It examines the role of deals in the DAs and their lack of accountability within the UK state.

The restructuring of sub-national economic governance has been one response to persistent regional inequalities; in the United Kingdom, this has entailed a rescaling of strategic economic governance around city-regions. The variety of ‘left behind’ places, however, also includes peripheral and non-urban regions, prompting actors across different scales to seek arrangements for those places outside the city-regional paradigm. This paper provides insights into these processes through tracing the emergence of two new and overlapping spaces of governance in the largely rural South of Scotland, and across a larger area also including the far North of England. While driven by top-down priorities of the centre, new spaces are created through political processes contested across multiple scales, layered onto existing arrangements. These episodes demonstrate how regional actors exercise agency in shaping governance arrangements by articulating regional problems, and proposed responses, with political concerns of the centre. They also indicate the potential for dominant approaches, based on city-regional imaginaries, to be challenged. New regions offer at least the potential for actors in the periphery to secure resources for place-based development, within a fragmented and competitive landscape. They may however prove to be transient, requiring ongoing coupling of regional and central interests to be maintained.
