The Upper Citarum Watershed experiences exploitation of space and natural resources problems due to urbanization. Development mismatch based on spatial zoning causes the reduced function of protected areas and degradation of natural resource conservation. Forest, as a water catchment area, has a significant role in environmental sustainability. This study combines literature review methods and spatial analysis to determine the time series of forest land cover change between 2009, 2014, and 2019 by analyzing LULCC in the Upper Citarum Watershed. This study indicates that the time series of forest land cover in the Upper Citarum Watershed has undergone a significant change. Forest increased by 4.63% between 2009 and 2014, and by 32.19% between 2014 and 2019. Based on the mandate of Law no. 41 of 1999 concerning Forestry, the area of forest that must be maintained is at least 30% (thirty percent) of the area of watershed and/or islands with a proportional distribution. With the forest area of 23.61% of the Upper Citarum Watershed, the existing condition has not yet reached the target. So that in the future, collaboration between parties is still needed to achieve forest and watershed sustainability in the Upper Citarum Watershed.

This paper aims to investigate local communities’ participation in eco-tourism projects by using the community of Situ Cisanti located in Tarumajaya Village, West Java as a case. Data were gathered through observation, in-depth interviews, and documentation analysis. Observations and in-depth interviews were conducted simultaneously for two months, from September to October 2021. In-depth interviews were conducted with 15 informants from the elements; village government officials of Tarumajaya, Perhutani, and local communities who participated in the Situ Cisanti eco-tourism project, which was completed through a documents analysis. According to the findings, local community participation in Situ Cisanti eco-tourism consists of conservation and economic participation. Conservation participation is demonstrated by their participation in restoration and greening activities such as reforestation, etc. in Situ Cisanti and its surroundings, whereas economic participation is demonstrated by the establishment of stalls, culinary, coffee, souvenir, and homestay businesses as a result of Situ Cisanti eco-tourism. Furthermore, the existence of this eco-tourism has empowered women because new business opportunities that arise are not only run by men but also by women. As a result, this study implies that the participation of local eco-tourism communities not only has an impact on empowering conservation knowledge and economics, but it can also imply women empowerment.

Indonesian watershed management continues to struggle with various problems caused by natural disasters, particularly hydrometeorological disasters, which are worsened by the effects of climate change. Coordinating and synchronizing the interest of many parties in watershed management with various scenarios of natural conditions is a big challenge in the creation of a healthy and productive watershed. Multiple initiatives have been undertaken, from establishing rules and policies to implementing them and assessing the effects, leading to various lessons being learned for better management. This article presents a study on watershed management in Indonesia and recommends alternative improvements toward healthy and productive watershed management. A combination of a descriptive qualitative analysis of the authors’ experience in various research activities and a critical analysis is used to examine existing conditions and to formulate recommendations for better sustainable management toward a healthy and productive watershed. Most Indonesian watersheds are susceptible to degradation due to numerous threats. The challenges in Indonesian watershed management, including land degradation and climate-induced disasters, lack of synchronization and coordination, limited resources, and anthropogenic factors, have led to decreased watershed health and productivity and hindered effective management. Integrated management, especially at the micro-watershed level, addresses these challenges. Successful integrated watershed management requires community involvement, appropriate management action for specific locations, technological support, regulatory alignment, and stakeholder collaboration to ensure a healthy, productive, and sustainable watershed for present and future generations.
