[1] A three-dimensional (3-D) hydrodynamic model, Curvilinear-Grid Hydrodynamics in 3-D (CH3D), and observation data are used to investigate the effects of Tropical Storms Fay and Hanna in 2008 on the spatial structure of residual circulation and momentum balance inside the subtropical estuarine system of the Northern Coastal Basin and St. Augustine Inlet. During a typical tidal cycle, four residual eddies are formed: two strong eddies inside of the inlet and two weaker eddies outside of the inlet. During Tropical Storms Fay and Hanna the alongshore component of the northeasterly winds disrupted the ocean-side eddies first and forced the alongshore southeasterly current. Owing to not-so-strong local winds, residual flow at the mouth of the inlet never became complete inflow. However, following Tropical Storm Fay's landfall, flow inside the inlet became complete outflow owing to relaxing wind and the remote wind effect created by the alongshore component of the southeasterly wind. The residual circulation returned to its prestorm condition in 4 days owing to relatively short storm duration. Model results revealed that the cross-sectional residual flow pattern observed at the inlet mouth is highly variable with time and location of the cross section. Comparison of various terms in the horizontal momentum equations shows that the balance is primarily between the barotropic pressure gradient and nonlinear advection. Although the wind stress and bottom friction briefly become significant in the balance, they are still at least an order of magnitude smaller. A nowcasting and forecasting system for storm surge, inundation, waves, and baroclinic flow for the Florida coast has been developed. The system is based on dynamically coupled CH3D and SWAN models and can use a variety of modules to provide different input forcing, boundary and initial conditions. The system is completely automated and operates unattended at pre-scheduled intervals as well as in event-triggered mode in response to Atlantic-basin tropical cyclone advisories issued by the National Hurricane Center. The system provides up to 72-h forecasts forward depending on the input dataset duration. Spatially, the system spans the entire Florida coastline by employing four high-resolution domains with resolutions as fine as 10-30 m in the near-shore and overland to allow the system to resolve fine estuarine details such as in the Intracoastal Waterway and minor tributaries. The system has been validated in both hindcast and nowcast/forecast modes using water level and salinity data from a variety of sources and has been found to run robustly during the test periods. Low level products (e.g., raw output datasets) are disseminated using THREDDS while a custom defined web-based graphical user interface (GUI) was developed for high level access.

Abstract. Predator outbreaks are predicted to increasingly decimate economically and ecologically important prey populations because global climate change and food-web modifications frequently facilitate predators and stress prey. Natural systems are organized hierarchically, with processes operating at multiple scales giving rise to patterns of biodiversity, so predicting and managing outbreaks requires a framework that accounts for the effects of both local and regional stressors. Here, we used the comparative experimental approach to investigate whether the collapse of a nationally important oyster fishery in the Gulf of Mexico (Apalachicola Bay, Florida) could have been (1) caused proximally by a predator outbreak and (2) whether this outbreak was mediated by local-and/or regional-scale forces. During the fishery collapse, we paired experiments with monitoring in Apalachicola Bay and found elevated water salinity, high abundance of predatory snails, and intense oyster mortality due to predation. By repeating these experiments over 4 yr, we found that periods of reduced water salinity inhibited predation on oysters. To partition the influence of local-versus-regional factors on this predator outbreak, we simultaneously replicated the paired experiments and monitoring in a nearby bay (Ochlockonee Bay) that shares the same regional-scale rainfall conditions. Increasing freshwater withdrawals from the watershed that drains into Apalachicola Bay have increased salinities in that bay, but there have not been similar withdrawals in the Ochlockonee Bay watershed. Therefore, Apalachicola Bay experienced a localized anthropogenic stress, while both bays experienced regional stress from drought. In Ochlockonee Bay, our experiments demonstrated that the river maintained sufficiently low salinity to provide~50% of oyster reefs with a refuge from predation. In contrast, salinity-dependent predation in Apalachicola Bay extended up to the river mouth. Given the stark differences in upstream water withdrawals between these watersheds, it is reasonable to surmise that these withdrawals exacerbated the stress of regional drought, created the difference in predation between the two bays, and thus may have precipitated the oyster fishery collapse. Our study provides empirical support for recent theory about the hierarchical organization of ecosystems, which predicts that stressors will interact across scales to cause localized predator outbreaks.
