A adoção de cotas para mulheres candidatas é uma das experiências mais interessantes da democracia brasileira. Embora banalizada pela imprensa e objeto de um debate quase sempre superficial, ela coloca em jogo questões importantes, relacionadas com as limitações dos regimes democráticos concorrenciais de tipo ocidental. As cotas eleitorais implicam o questionamento de algumas das premissas básicas do ordenamento político liberal: o indivíduo como única unidade política legítima e o relativo isolamento da arena política (caracterizada pela igualdade formal entre os cidadãos) em relação às injustiças sociais. Ao mesmo tempo, põem em debate o sentido da representação, um termo vago, mas ao mesmo tempo crucial para a autoimagem dos sistemas políticos ocidentais (as "democracias representativas"). A medida tornou-se um ponto de controvér-sia na agenda pública a partir do momento em que a futura Lei nº 9100/95 foi proposta, pela deputada Marta Suplicy, e sobretudo após a experiência das eleições de 1996 e 1998. No debate no Parlamento ou na imprensa, poucas vozes tiveram coragem de se levantar contra o objetivo que se pretendia alcançar, a maior eqüidade entre homens e mulheres na representação política -o que não significa uma unanimidade efetiva quanto à questão, mas o reconhecimento de que a defesa aberta da exclusão das mulheres não integra mais o espaço do discurso legítimo. A polêmica se travou, então, sobre a ação afirmativa em si (isto é, sobre o meio) e sua adequação ao fim desejado. O resultado das eleições de 1998 aparentemente demonstrou o fracasso das cotas femininas, uma vez que diminuiu o número de mulheres eleitas para a Câmara Federal.A legislação brasileira de cotas é, para dizer o mínimo, tímida. Em primeiro lugar, não há reserva de cadeiras no Parlamento, mas apenas de vagas de candidatura. Ficam de fora todos os cargos preenchidos por eleição majoritária, bem como aqueles "de confiança", isto é, os escalões preenchidos por critérios políticos no Executivo. A porcentagem fixada (20%, ampliada para 25% pela Lei nº 9504/97, que prevê 30% para as próximas eleições) está bem abaixo da desejada paridade entre os sexos. E os partidos não são sequer obrigados a preencher efetivamente as vagas, podendo deixá-las (no todo ou em parte) ociosas. Foi o que ocorreu, aliás, na maioria dos casos. We study a family of voting rules inspired by the peculiar protocol used for over 500 years by the Republic of Venice to elect its Doge. Such lot-based indirect elections have two main features: a pool of delegates is chosen by lot out of a general assembly, and then they vote in a single winner election with qualified majority. Under the assumption that the assembly is divided in two factions, we characterise the win probability of the minority and study how it varies with the electoral college size and the winning threshold. We argue that these features promoted a more equitable allocation of political representation and thus may have contributed to the political stability of the Republic of Venice.
