Measurement of China’s green development level and its spatial differentiation in the context of carbon neutrality

China’s green development in the context of carbon neutrality is facing both new constraints and new practices. In the new situation, it is crucial to further refine the indicator system and re-measure green development. Based on previous studies and carbon neutral background, the theoretical framework of green development is improved and an indicator system is constructed, and the panel entropy method, Thiel index and Moran index are used to measure and analyze green development level and its spatial evolution pattern in China from 2010 to 2019. The study shows that: (1) China’s green development level is on the rise and its growth rate is high, and it generally shows a spatial distribution pattern of northeast >east > west > central, and the fastest growth rate in the east; (2) There are some spatial differences in green development level in China and the spatial differences are gradually narrowing, while only the spatial differences in the green wealth index and the inter-regional differences in the green growth index are slightly expanding; (3) There is no obvious spatial clustering phenomenon in China’s green development level as a whole, and there is a positive spatial matching relationship between green development level and green wealth index and green growth index locally, which does not form a close correlation with green welfare index. The study proposes countermeasures based on stimulating the endogenous power of green development and narrowing the regional differences of green growth index, which are of reference value for China to promote green development in the context of carbon neutrality.

Carbon capture, utilization, and storage (CCUS) is promising for carbon neutrality vision in steel industry. Previous work has overestimated both mitigation potentials and economic costs, hindering the long-term planning of CCUS. Here, we propose a soft-linking approach, combining the industry decarbonization pathway and emission source-sink matching models, to avoid both overestimations in China’s steel industry. Results show the emissions of China’s steel industry are estimated to decrease by 38.9-55.2% under three scenarios before retrofitted by CCUS. The optimized CCUS layouts have mitigation effects of 438.01-529.02 Mt, meeting the requirements of the industrial –level decarbonization pathways. The specific costs of CCUS are 138-150 CNY/t, 29-65% lower than the unselected sources. CCUS will increase the energy and water consumption by 25%+ with uneven distribution, exacerbating local resource scarcity problems. The methodology and findings can clarify the mitigation effects and costs of the CCUS technology to set proper long-term planning for its promotion.

Carbon capture, utilization, and storage (CCUS) technology plays a crucial role in the pursuit of carbon neutrality. To reduce the cost of carbon neutrality, it is necessary to optimally design the supply chain of CCUS, which leads to mega scale problems for vast countries such as China. In this paper, a novel three-module framework including source-sink matching, meshing, and pipeline transportation network allocating, which has the advantage of plant-level decision and trunk transportation while keeping the size of the model solvable, is proposed. In addition, a database including major CO 2 emission sources in thermal power, cement, and iron-steel sectors as well as major CO 2 storage sinks in China is set up. By comparison of scenarios with and without offshore storage, offshore storage is found to be superior in those southern coastal provinces. With a transportation distance not exceeding 250 km, around 4.2 Gt of CO 2 can be captured and stored. Simultaneously, establishing sensible CCUS deployment objectives is crucial. As the planned deployment capacity rises from 601.8 to 1203.5 Mt/year, the unit net supply chain cost will elevate from 28.5 $/tonCO 2 to 36.0 $/ton, marking a 26% increase. Moreover, the evolution of CCUS deployment toward achieving carbon neutrality between 2025 and 2050 is analyzed. Notably, early stage deployment is suitable for provinces in northern China, while other provinces are anticipated to engage in subsequent phases. The comparative study indicates that CCUS is more economically viable than introducing green power and green hydrogen in the thermal power, iron-steel, and cement sectors for emission reduction.
