China’s grand strategy is evolving towards greater activism under Xi Jinping – from ‘keeping a low profile’ to ‘striving for achievement’. New initiatives such as forging ‘a new type of international relations’, ‘a community with a shared future for mankind’, and the Belt and Road Initiative have become marked features of the ‘Xi-change’ in China’s grand strategy. From an economic statecraft perspective, this article hypothesises that the Xi-change led to a power centralisation in the implementation of the Belt and Road Initiative and the Railroad Economic Belt. To support its geopolitical and geoeconomic objectives, the Chinese state has replicated the domestic state-industrial complex. In the context of the Jakarta–Bandung High-speed Rail Corridor, the domestic roles of the National Development and Reform Commission and the China Railway Corporation have been internationalised to ensure the globalisation of China’s high-speed rail industry could be conducted in a concerted and choreographed fashion.

Developments in high-speed railways have seen them become the mainstay of passenger transport systems in China, satisfying the increasing demand for rapid access to numerous locations. In practice, the operation of the network is a vital feature of the Chinese High-speed Railway (CHR), enabling the provision of through services while allowing indirect services via major hubs. The generation of travel plan sets in a large-scale, complex high-speed railway network is an important issue, as it is the foundation and key to those travel service systems where people can inquiry about their travel plans. This paper describes a method of generating all alternative travel plans that are potentially attractive to passengers. The inherent problem is first modeled for any journey between a given origin and destination pair, and then a spatiotemporal network is constructed. For each journey, a direct set of travel plans without transfers is extracted from the train timetable data. The construction of indirect travel plans is more complicated, and a two-stage generation method is proposed: (i) compute the K-shortest paths using the improved Yen* algorithm to identify transfer node(s), and (ii) connect train services according to the train timetables. Furthermore, the reliability of a specific travel plan with transfers is determined by mapping the buffer time as a reliability measure. Due to their characteristics and multiple objectives, high-speed rail (HSR) projects carry more complex risks than conventional projects and high correlation and conductivity are among the associated risk factors. Previous risk assessment frameworks for rail infrastructure have ignored the effects of risk interactions that inflate risk levels, namely, risk coupling effects. Based on a system dynamics method, this paper develops a risk coupling model for HSR project risk assessments. A risk factor list is established from a literature review, and relationships analysed using a case study and expert interviews. System dynamics equations are constructed and their parameters obtained by expert evaluations of risk factors. The proposed model is applied to a real-world HSR project to demonstrate it in detail. The model can evaluate the risk levels of HSR projects during a simulation period. In particular, it can identify the key coupling effects that are the main increased risk. It provides a significant resource, using which HSR project managers can identify and mitigate risks.
