Diante dos 50 anos da entrada da República Popular da China na Organização das Nações Unidas (ONU), o artigo tem como objetivo explorar a mudança do posicionamento do país no Conselho de Segurança, considerando a crescente participação chinesa em operações de paz. A partir de uma revisão bibliográfica, são apresentadas as principais características das operações de paz e os principais desafios enfrentados pelo Conselho na utilização desse instrumento. Em seguida, é estudada a progressiva mudança do engajamento da China nas missões. A literatura trata de três fases: abstenção (1971-1981); aproximação e flexibilização (1982-1998); e gradativa cooperação (2001-2010). Propomos uma quarta fase, denominada engajamento ativo (2010-2020), na qual o país se destaca como o segundo maior contribuinte financeiro, além de entrar para a lista dos dez maiores países contribuintes de polícia e tropas para as missões. Os dados sobre tais contribuições foram coletados a partir dos relatórios oficiais da ONU e indicam a crescente relevância chinesa no financiamento e suporte das operações de paz, áreas essas que, desde os anos 1990, representam os principais desafios da ONU na área de segurança e defesa.

Rather than the prescribed scenario of a Thucydides Trap or a Kindleberger Trap, the global system will see a Transitional Reformation process of contestation and cooperation as power transitions from North America and Europe towards Asia and other regions. While acknowledging that power increasingly diffuses from state actors to transnational civil societies and private sectors, this article contends that, in a state-centric global system, it remains significant that US-China competition, and the wider competition, contestation and renegotiation of power relations between established and rising powers, takes place within United Nations multilateral frameworks. In addressing China's role, potential, and limits in the dynamics of renegotiation, this article identifies three layers, or subprocesses, of complexity in the current role China plays in multilateral orders in flux.

Relative power and China�??s policy on United Nations peacekeeping operations

This work seeks to understand the factors that have shaped China's disposition to UN peacekeeping in the era of economic reform since 1979. The growth of national power enables states to achieve new objectives in foreign policy (Lampton, 2008:11). From this perspective, China's growing power is supposed to automatically translate into more active and positive foreign policies. However, the case of UN peacekeeping operations (UNPKOs) shows that unit-level factors play a greater role in shaping the nuanced causal relation between China's relative power and its foreign policy. Complementing the existing literature that mostly focuses on unit-level dynamics, this thesis uses a two-level framework to explain the drivers of the shift in China's peacekeeping policy. The growth in China's economic strength, political influence and military might prompt the reassessment of its relative power vis-à-vis the international system as well as the expansion of its national interest. While China's rising power status broadens the parameter of its foreign policy, the increase of its support for UNPKOs is substantially influenced by three unit-level factors, the vulnerability of China's economy to foreign risks, domestic perception of China's international role and its concern for sovereignty and territory. The selection of the three unit-level factors is aimed to contribute to the understanding of why states participate in peacekeeping. The existing research argues that the propensity to contribute is closely linked with certain social traits of troop contributing countries, like regime type, political stability, the size of ground trip and geographic location.
