Reducing CO 2 emission is one of the major environmental challenges for transportation. One way to solve this problem is to replace old cars that use fossil fuels (petrol, diesel) with new electric cars. In this paper, the existing model for calculating well-to-wheels CO 2 emission during the life cycle of the car (fossil fuel car and electric car) is upgraded. The developed model is used for comparing optimal lifetime and optimal car's kilometers driven during a lifetime in the replacement process of a fossil fuel car with a new electric car. We find that reducing CO 2 emission depends on the type of fossil fuel, and the weight of fossil fuel cars and electric cars. Changing petrol fossil fuel cars with lower weight electric cars have the greatest potential for reducing CO 2 emission. However, the introduction of electric cars does not achieve a significant reduction of CO 2 emission in countries where electricity is primarily produced in thermal power plants, i. e. in countries with a high emission factor of electricity production.

The motivation for conducting this research stems from the increasingly applied manipulations of emission control systems (ECSs), especially those in diesel passenger cars (PCs). The study aimed to investigate the influence of manipulations of exhaust gas recirculation (EGR) valves and a diesel exhaust fluid (DEF)-dosing system on the nitrogen oxide (NOX) emissions of a Euro 6 diesel vehicle and, through the quantification of vehicles with manipulated ECSs, estimate the emissions of Euro 6 diesel PCs. Portable emissions measurement system (PEMS) measurements were performed on a Euro 6 diesel vehicle at a constant speed and on real driving emission (RDE) routes. The speed-dependent functions of the NOX hot emission factor (EF) were calculated for seven different scenarios. The results showed that the NOX EFs for the worst-case scenarios were more than two orders of magnitude higher than those where all ECSs were active. Applying the calculated EFs and the survey answers on the percentage of manipulated PCs to the Croatian Euro 6 diesel PC fleet, the results showed that the emission levels were up to 46.3% higher than the emissions calculated by the official computer program COPERT v5.6.5, with a tendency towards significantly higher values. The main conclusion is that vehicle manufacturers, policymakers, and the general public need to be informed about the enormous damage that in-use vehicles with manipulated ECSs cause to the environment and human health, in order to prevent such actions.

Improvement of energy efficiency and exhaust emissions reduction are environmental targets of utmost importance in the transport and traffic sectors. The literature suggests that there is a need for the development of a general methodology that can be used to evaluate and compare scenarios for the reduction of the environmental impact caused by fossil-fuel usage of passenger car fleet. We develop such a methodology, which assesses the external costs of four combustion products (carbon dioxide, carbon monoxide, nitrogen oxides and hydrocarbons) as well as fuel consumption costs. In this study, we applied this methodology to evaluate and compare five scenarios. The methodology was tested for the case of the Serbian passenger car fleet. Serbia was selected as a country with the passenger car fleet primarily consisted of fossil-fuelled passenger cars. In addition, Serbia is a country in which rising demand for cars is met through the import of second-hand cars. We found that the only scenario which could result in a positive solution of the given problem is the "reduction of the total number of passenger cars in the fleet of a country" scenario. Moreover, the purchase of new cars and import of second-hand cars cannot result in significant positive effects. The results obtained for the case of Serbia can provide an important insight into the environmental effects of passenger car fleets for countries primarily using fossilfuelled cars, in which the demand for cars is met mostly through the import of second-hand cars.
