Disruption of legacy infrastructure systems by novel digital and connected technologies represents not simply the rise of cyberphysical systems as hybrid physical and digital assets but, ultimately, the integration of legacy systems into a new cognitive ecosystem. This cognitive ecosystem, an ecology of massive data flows, artificial intelligence, institutional and intellectual structures, and connected technologies, is poised to alter how humans and artificial intelligence understand and control our world. Infrastructure managers need to be ready for this paradigm shift, recognizing their systems are increasingly being absorbed into an emerging suite of data, analytical tools, and decisionmaking technologies that will fundamentally restructure how legacy systems behave and are controlled, how decisions are made, and most importantly how workers interact with the systems. Infrastructure managers must restructure their organizations and engage in cross-organizational sensemaking if they are to be capable of navigating the complexity of the cognitive ecosystem. The cognitive ecosystem is fundamentally poised to change what infrastructures are, necessitating the need for managers to take a close look at the functions and actions of their own systems. The continuing evolution of the Anthropocene and the cognitive ecosystem has profound implications for infrastructure education. A sustained commitment to change is necessary that restructures and reorients infrastructure organizations within the cognitive ecosystem, where knowledge is generated, and control of services is wielded by myriad stakeholders.

The long-term maintenance of infrastructure requires asset management. This latter is defined as a series of actions aimed at the long-term maintenance of the capacity of an infrastructure to provide an efficient service for users, at costs and with impacts that are tolerable for society and the environment. The actions implemented concern notably the inventory of infrastructures, their monitoring, inspection and maintenance, the analysis of their state and performance, their reinforcement, renovation, and the definition of long-term technical-financial policies. This paper is structured around four themes based on the authors' experience faced with an analysis of the perspectives set out in recent articles. For each theme, a state of the art largely based on the literature in the field, as well as emerging and nevertheless pressing needs in terms of knowledge production and tools to support reflection and decision-making are presented: temporal and spatial dimensions of Water Infrastructure Asset Management and their consistency; multi-infrastructure management seen from the perspective of physical interdependences and decision-aids; governance, organisations and territories; digital representation of the socio-technical infrastructural system. The analysis is carried out following several disciplines from the engineering and, the human and social sciences.Infrastructure linked to water are studied.

Social media has become a useful instrument and forum for expressing worries about various difficulties and day-to-day concerns. The pertinent postings containing people’s complaints about water quality as an additional source of information can be automatically acquired/retrieved and analyzed using natural language processing and machine learning approaches. In this paper, we search social media for a water quality analysis and propose a scalable messaging system for quality-related issues to the subscribers. We classify the WaterQualityTweets dataset, our newly collected collection, in two phases. In the first phase, tweets are classified into two classes (water quality-related or not). In the second phase, water quality-related issues are classified into four classes (color, illness, odor/taste, and unusual state). The best performance results are BERT and CNN, respectively, for binary and multi-class classification. Also, these issues are sent to different subscribers via a topic-based system with their location and timing information. Depending on the topics that online users are interested in, some information spreads faster than others. In our dataset, we also predict the information diffusion to understand water quality issues’ spreading. The time and effort required for manual comments obtained through crowd-sourcing techniques will significantly decline as a result of this automatic analysis of water quality issues.
