Cel pracyCelem artykułu jest weryfikacja zaproponowanego modelu ekosystemu innowacyjnego opartego na sześciokrotnej helisie: przedsiębiorstwa, instytucje pośredniczące, nauka, administracja, społeczeństwo i środowisko przyrodnicze, odpowiadającego post-materialistycznemu paradygmatowi w innowacyjności. Model ten uzupełnia istniejące modele helis systemu innowacyjnego o instytucje pośredniczące w transferze innowacji, a także o nowe rodzaje innowacji (ekoinnowacje, innowacje społeczne etc.). Wskazuje się też na paradygmat post-materialistyczny jako kierunek rozwoju paradygmatu systemowego w nauce, a także w innowacyjności.Materiał i metodyWykonano badania sondażowe przy wykorzystaniu kwestionariusza ankiety internetowej (CAWI) 145 podmiotów podkarpackiego systemu innowacyjnego, w większości przedsiębiorstw. Podstawą dla sformułowania kwestionariusza ankiety był zaproponowany model sześciokrotnej helisy. Rezultaty badań zostały przeanalizowane z wykorzystaniem regresji logitowej.WynikiBadania pokazały, że cele zrównoważonego rozwoju są ważne dla podmiotów województwa podkarpackiego, a także, że dość wiele z nich deklaruje współpracę z przedstawicielami różnych grup sześciokrotnej helisy. Dla podmiotów realizujących projekty badawczo-rozwojowe i innowacyjne (B+R+I) szczególnie ważna była współpraca z naukowcami, firmami konsultingowymi oraz w organizacjach członkowskich.WnioskiBadania potwierdziły holistyczny, systemowy charakter innowacyjności oraz duże znaczenie podejścia do innowacyjności spójnego ze zrównoważonym rozwojem odpowiadającym post-materializmowi. Wyniki wskazują, że w odniesieniu do badań innowacyjności na poziomie krajowym czy innych województw należy uwzględniać nowe cele innowacyjności jakie są powiązane ze społeczną odpowiedzialnością biznesu w jej wymiarze społecznym i środowiskowym.

The European Union has agreed to provide significant investment to the semiconductor industry in order to address issues of self-sufficiency and digital sovereignty. This comes on the back of the long-term decline in the competitiveness and size of the industry in Europe. These issues are of considerable significance to urban and regional economic development agendas as the industry is clustered around several European regions. This commentary seeks to examine the extent to which European policy intervention is likely to positively influence Europe’s semiconductor industry. It is argued that the European semiconductor industry is at a crossroads. While it has some competitive advantages and is home to several significant clusters, it faces incessant competition from producers in Asia and the United States. It is argued that European policy should not be space neutral and aim to encourage innovation and enterprise within the sector in conjunction with existing European regional economic development policy measures. Within this approach, supporting key existing clusters through triple helix models of development are likely to be the most effective modes of intervention.

The scientific paradigm of exploring health resort towns’ municipal economies is just emerging and becomes a relevant research issue, because the problems of maintaining, promoting and restoring population health have been gaining particular significance recently. The paper aims to generalise about and systematise the scientific heritage concerning the factors behind and conditions of appearance, as well as peculiarities of economic structure and dynamics of urban settlements, the principal function of which is providing health resort services. The methodological basis of the research rests on an interdisciplinary approach that combines the achievements of economic and social geography (principles underlying the typology of settlements), economic sociology (theory of the consumer society), and municipal science (municipal economics as its main part). The research benefits from methods of systematisation and formalisation, bibliometric analysis and content analysis. As a result, the study explicates the scientific paradigm of the research of health resorts’ municipal economies and exemplifies it by the case of Russia’s urban districts; identifies essential characteristics of the concept “urban district of a health resort type”; and justifies the peculiarities of functioning and transformation of municipal economies of health resort towns. The said peculiarities include special infrastructure, high degree of specialisation, distinct seasonality of municipal economy, dependence of business activities on the characteristics of the arriving population. The theoretical and methodological findings allow organising scientific achievements in the field of functioning and transformation of the municipal economies of health resort towns and outlining the directions for further exploration to complete the paradigmatic foundations and determine the key predictors of the future dynamics and economic growth.
