Applications of Satellite Radar Imagery for Hazard Monitoring: Insights from Australia

Earth observation (EO) satellites facilitate hazard monitoring and mapping over large-scale and remote areas. Despite Synthetic Aperture Radar (SAR) satellites being well-documented as a hazard monitoring tool, the uptake of these data is geographically variable, with the Australian continent being one example where the use of SAR data is limited. Consequently, less is known about how these data apply in the Australian context, how they could aid national hazard monitoring and assessment, and what new insights could be gleaned for the benefit of the international disaster risk reduction community. The European Space Agency Sentinel-1 satellite mission now provides the first spatially and temporally complete global SAR dataset and the first opportunity to use these data to systematically assess hazards in new locations. Using the example of Australia, where floods and uncontrolled bushfires, earthquakes, resource extraction (groundwater, mining, hydrocarbons) and geomorphological changes each pose potential risks to communities, we review past usage of EO for hazard monitoring and present a suite of new case studies that demonstrate the potential added benefits of SAR. The outcomes provide a baseline understanding of the potential role of SAR in national hazard monitoring and assessment in an Australian context. Future opportunities to improve national hazard identification will arise from: new SAR sensing capabilities, which for Australia includes a first-ever civilian EO capability, NovaSAR-1; the integration of Sentinel-1 SAR with other EO datasets; and the provision of standardised SAR products via Analysis Ready Data and Open Data Cubes to support operational applications.

Earth observation imagery have traditionally been expensive, difficult to find and access, and required specialized skills and software to transform imagery into actionable information. This has limited adoption by the broader science community. Changes in cost of imagery and changes in computing technology over the last decade have enabled a new approach for how to organize, analyze, and share Earth observation imagery, broadly referred to as a data cube. The vision and promise of image data cubes is to lower these hurdles and expand the user community by making analysis ready data readily accessible and providing modern approaches to more easily analyze and visualize the data, empowering a larger community of users to improve their knowledge of place and make better informed decisions. Image data cubes are large collections of temporal, multivariate datasets typically consisting of analysis ready multispectral Earth observation data. Several flavors and variations of data cubes have emerged. To simplify access for end users we developed a flexible approach supporting multiple data cube styles, referencing images in their existing structure and storage location, enabling fast access, visualization, and analysis from a wide variety of web and desktop applications. We provide here an overview of that approach and three case studies.

Environmental scientific research is highly becoming data-driven and dependent on high performance computing infrastructures to process ever increasing large volume and diverse data sets. Consequently, there is a growing recognition of the need to share data, methods, algorithms, and infrastructure to make scientific research more effective, efficient, open, transparent, reproducible, accessible, and usable by different users.However, Earth Observations (EO) Open Science is still undervalued, and different challenges remains to achieve the vision of transforming EO data into actionable knowledge by lowering the entry barrier to massive-use Big Earth Data analysis and derived information products. Currently, FAIR-compliant digital repositories cannot fully satisfy the needs of EO users, while Spatial Data Infrastructures (SDI) are not fully FAIR-compliant and have difficulties in handling Big Earth Data.In response to these issues and the need to strengthen Open and Reproducible EO science, this paper presents SwissEnvEO, a Spatial Data Infrastructure complemented with digital repository capabilities to facilitate the publication of Ready to Use information products, at national scale, derived from satellite EO data available in an EO Data Cube in full compliance with FAIR principles.
