This article presents a novel numerical approach aimed at finding a distribution network expansion plan that prevents future congestion and voltage issues. Forecasted duration and intensity of thermal and voltage violation events are used to determine a pool of potential candidates for infrastructure (i.e., line/cable) upgrade, voltage regulator, and energy storage system installations. This is complemented with an algorithm to obtain the minimum-cost list of these candidates that solves all constraint violation events using binary linear programming. This approach is validated using the modified IEEE 33-bus network and a real 1171-bus feeder in the West of Ireland through numerous high-resolution quasi-static time series simulations. Three pools of candidates and three cost projections were considered to explore the method's sensitivity to different scenarios. Results show that the proposed methodology is a versatile tool for designers, planners and policymakers. The methodology can ensure that the investment plan solves all forecasted violation events. Nevertheless, we show that accepting a marginal degree of violations may be admissible and would significantly reduce investment costs.

The rising demand for energy and the aim of moving away from fossil fuels and to low-carbon power have led many countries to move to alternative sources including solar energy, wind, geothermal energy, biomass, and hydrogen. Hydrogen is often considered a “missing link” in guaranteeing the energy transition, providing storage, and covering the volatility and intermittency of renewable energy generation. However, due to potential injustice with regard to the distribution of risks, benefits, and costs (i.e., in regard to competing for land use), the large-scale deployment of hydrogen is a contested policy issue. This paper draws from a historical analysis of past energy projects to contribute to a more informed policy-making process toward a more just transition to the hydrogen economy. We perform a systematic literature review to identify relevant conflict factors that can influence the outcome of hydrogen energy transition projects in selected Economic Community of West African States countries, namely Nigeria and Mali. To better address potential challenges, policymakers must not only facilitate technology development, access, and market structures for hydrogen energy policies but also focus on energy access to affected communities. Further research should monitor hydrogen implementation with a special focus on societal impacts in producing countries.

Design change is a common but significant problem in construction projects. Issues of delay, cost overruns, claims, and disputes in projects occur as a result. However, design change studies in the power-project area are less often discussed. As a result, the primary objective of this study was to identify important cause factors of design changes according to different power-project types in Ghana. Following a thorough assessment of the literature, 36 potential causes were identified, which were narrowed down by expert reviews to 30. In this study, power projects were classified into three categories: power plant, renewable, and distribution and transmission. The results indicate owner-related financial problems as the most important cause of design change for all three project types, followed by the second and third most significant in each of the categories, respectively: errors and omission in design and problems or unforeseen site conditions in power plant projects; deficient quality and quantity of resources and inflation and changes in interest and exchange rates in renewable projects; and problems or unforeseen site conditions and changes of plans in distribution and transmission projects. Based on the findings, power-project stakeholders are able to comprehend the dynamics of design change and develop effective design management strategies to reduce impact.
