As global warming becomes increasingly severe, reducing carbon emissions and promoting low-carbon development has become an international consensus. Against this backdrop, evaluating regional carbon performance helps better understand the carbon emission status, emission reduction capabilities, and low-carbon development levels, providing a scientific basis for formulating targeted carbon emission reduction policies. This study constructed a “5E” regional carbon performance evaluation index system from five dimensions: economy, effectiveness, efficiency, environmentality, and equity. Then, this study evaluated and analyzed the carbon performance of 30 provinces in China from 2008 to 2021 using the entropy weight TOPSIS method. The research results indicated that (1) during the sample period, China’s carbon performance ranged from 0.416 to 0.504, exhibiting a steady upward trend; the highest score among the first-level indicators was Effectiveness, while the lowest was Economy; (2) in terms of carbon performance among China’s three major regions, it showed a decreasing pattern from east to west, with the growth potential of the central and western regions being greater than that of the eastern region; (3) in 2033, the carbon performance of China in the eastern region, the central region, and the western region will reach 0.602, 0.612, 0.613, and 0.582, respectively. A carbon performance evaluation carries significant practical and strategic implications. Our study can provide a reference for policymakers to assess carbon emission performance and improve carbon management efficiency and decision-making levels.

Purpose This paper aims to refine the mechanisms affecting the two-way technology spillover and carbon transfer interactions between supply chain enterprises, and to guide their reduction of carbon emissions. Design/methodology/approach This study formulates a supplier-led Stackelberg game model to explore the effects of the interactions between two-way technology spillover effects and carbon transfers in decentralized and centralized decision-making scenarios. The optimized Shapley value is introduced to coordinate across the supply chain and determine the overall profits lost in the decentralized scenario. Findings Emission reductions by the low-carbon manufacturer are negatively correlated with the carbon transfers. Vertical technology spillovers promote carbon reduction, whereas horizontal technology spillovers inhibit it. The vertical technology spillovers amplify the negative effects of the carbon transfers, whereas the horizontal technology spillovers alleviate these negative effects. When the vertical technology spillover effect is strong or the horizontal technology spillover effect is weak in the centralized scenario, the carbon reduction is negatively correlated with the carbon transfers. Conversely, when the vertical technology spillover effect is weak or the horizontal technology spillover effect is strong, the enterprise’s carbon reduction is positively correlated with the carbon transfers. An optimized Shapley value can coordinate the supply chain. Originality/value This study examines the effects of carbon transfers on enterprises from a micro-perspective and distinguishes between vertical and horizontal technology spillovers to explore how carbon transfers and different types of technology spillovers affect enterprises’ decisions to reduce carbon emissions.

The quantity of carbon dioxide in the atmosphere rises yearly because human activities emit more of it than the earth's natural processes can absorb. The overall carbon dioxide emissions continue to rise due to development demands. In a panel setting, this paper investigates the link dynamics between gross national spending, energy consumption, information and communications technology, and CO2 emissions in advanced nations from 2000 to 2020. We employ quantitative sequential approaches, such as DOLS, unit root test, and cointegration techniques, to ensure the coherence and feasibility of the study. Both versions of the estimators show statistically significant effects of gross national expenditure, energy consumption, and Information & Communications Technology on CO2 emissions. The findings of this paper show that there is a long‐run relationship between independent and dependent variables. The study also shows that rising exports of ICT services, energy consumption, and population need environmental protection and highlight the necessity for environmental regulations that can minimize emissions throughout the country's expansion. Even in advanced nations, climate vulnerability is not automatically reduced by development status but is instead reduced by the right sort of growth.
