Yahukimo Regency is one of the districts in Papua Island which has high food insecurity. The staple food of the local community is generally tubers. However, changing consumption patterns from tubers to rice is one of the challenges and problems for local governments to ensure the sustainability and safety of food ingredients. The purpose of this study was to determine the chemical and physical quality of the soil in the area of food crop cultivation development, as well as engineering recommendations for the development of rice cultivation technology based on the results of soil quality analysis in the study area. The research was conducted in Dekai District, Yahukimo Regency using a descriptive qualitative research approach using an experimental method. Analysis of the physical and chemical properties of the soil was carried out at the Bogor ICBB Laboratory. The results showed that the organic C content in the soil was included in class S1, meaning it was suitable for rice cultivation. However, the level of acidity and indications of levels of Copper (Cu), Iron (Fe), and Zinc (Zn) are very high. While the results of nutrient analysis available on the parameters Total N, P2O5 and K2O are all included in class S1, meaning that the nutrients available in the soil are suitable for the development of lowland rice cultivation. For this reason, it is suggested that technological engineering be carried out, namely with a soil washing system on agricultural land, applying dolomite lime, using organic fertilizers, and selecting varieties that have a level of adaptation and tolerance to high acidity. What is novel in this study is the chemical and physical properties of the soil which can be further identified as an effort to determine the potential for new natural resources in the research area.

Fishermen in Payum Village are still classified as small-scale traditional fishermen and live in the coastal area of Merauke Regency. Their lives depend on the season of fish and shrimp, which causes uncertain income. This study aimed to identify the socio-economic conditions and welfare of local fishermen and non-local fishermen communities in Payum Village, Merauke Regency. The research method used a qualitative descriptive analysis method supported by an analysis of costs, income, and community welfare. The analysis of the social aspects of the education sector of fishermen's families included in family dependents above 70% follow compulsory education, i.e., elementary, junior, and senior high school as well. The health sector of the fishermen receives services from the community health centers (Puskesmas) with free health costs for first aid if they are getting sick. While the economic aspect, for the capital used in human capital and simple fishing gear in dragnets. The income of local fishermen from capture fisheries and shrimp per month is IDR 6,268,991/month and the income of non-local fishermen per year per month is IDR 5,340,403/month. The fishermen's welfare level results using the Fisherman's Exchange Rate (FER) analysis obtained FER values >1, where the FER results for local fishermen were 1.13 and non-local fishermen were 1.48. The study reveals that the level of life of local fishermen and non-local fishermen of coastal Payum, Merauke Regency is at a pretty good level of welfare and can save money.

The development of a food estate area in Merauke requires the availability of adequate resources in terms of quality and quantity. The research objective is to analyze the availability of resources in the development of industrial estates based on agricultural production produced in the development of food estates . The research was conducted in the food estate development area, namely Merauke Regency, analyzing secondary data. The data were analyzed from spatial data and then analyzed using a qualitative descriptive analysis approach. Some observation indicators are data on the availability of agricultural land for cultivation, analysis of potential water sources and needs, availability of human resources, and supporting infrastructure. The results of the analysis show that the availability of Merauke's land resources for the food estate is sufficient in terms of quantity and quality for agricultural cultivation, but has not been supported by adequate human resources, namely farmers and agricultural extension workers. Likewise with the availability of water resources and infrastructure facilities such as road networks, ports, electricity, and irrigation networks, it is necessary to revitalize existing facilities and add basic infrastructure networks for the development of a food estate area in Merauke.
