The algorithm and program for the model of operation of the hydrocarbon loading complex, which consists of an ice class shuttle tanker and offshore platform equipped with an oil shipping system, are considered in the paper. The model allows you to analyze the process of carrying out cargo operations, taking into account the time the vessels stood at loading, waiting for the start of cargo operations, the downtime of the platform equipment in anticipation of the tankers arrival. By means of modeling, a statistical analysis of the system operation at specified time intervals is carried out, simulation modeling is carried out with arbitrary distributions of the intervals between the arrival times of ships and their service time, with various disciplines and service parameters. It is noted that solving the practical problem of ensuring the smooth operation of ships on the line, estimating the time intervals of oil loading on the platform under conditions of unsteady traffic flow can be successfully performed by simulating the problems of planning ice pilotage of vessels in the Arctic regions. The operability of the model based on the use of tools of computing environments and digital technologies is determined by the high level of adequacy of the studied characteristics to the real process of organizing the movement of tankers according to the established schedule, taking into account the time of technological operations during oil shipment and changes in fleet composition. Modeling using object programming technologies allows you to study the various schemes of the tanker fleet composition by simulating variable and observable alternating states and make informed decisions based on quantitative estimates of the results of a machine experiment. The program and examples of evaluating the operating parameters on the model are given.

The remarkable demographic growth and economic development of the Southern and Eastern Mediterranean regions stimulate an ever increasing need for trade between the shores, especially from regions of North Africa and the Middle East towards Western European countries. Today, these exchanges take place mainly by sea and by roll on-roll off (Ro-Ro) ships; but the connections by container ships and by road transport are important too. Ro-Ro services are particularly crammed in some North-South directions, with relationships among few ports and with rather limited frequencies. Road transport, especially between the Middle East and Europe, has different limits in terms of cost, safety, and reliability. The paper proposes a hypothesis of a logistic organization on a Euro-Mediterranean scale, through the transition from a network of direct links to a hub and spoke (H&S) network, according to the scheme envisaged for air transport. The research aims to explore, within a framework of the socio-economic system and the mobility demand system, the feasibility of a H&S network for Ro-Ro freight in the Mediterranean basin, based on a hub with high logistical performances, limiting the planning to supply and process consequent impact assessments.

This study examines in what way SSS) has been researched through an inclusive review of papers published in well-known journals over the 2002–2019 period. Systematic exploration shows that Maritime Policy and Management plays a dominant role in publishing SSS research. At the same time, classification and identification of important on determinants and barriers for successful SSS has been found as the main research area, followed by attractiveness and competitiveness of SSS; policy and subsidizations in SSS and multimodal transportation network; energy efficiency, emission and environmental issue and protection; ports and transport system efficiency; cargo operations, inventory management, competitive SSS technology and ICT; potential demand, opportunity and competitive advantage; sustainable development and influence of meteorological and weather conditions on SSS operations as popular topics. Since 2002, the use of quantitative and qualitative analysis techniques has progressively increased in SSS in order to help researchers make decisions through selected scientific methods. With this work, present and prospective researchers can understand the contemporary development and popular research topics in SSS. By presenting a review on the common research instruments and techniques used in SSS research, this study is expected to seal the gap in the present literature through the collation of information on the research approaches in contemporary SSS studies.
