Capacities for Institutional Innovation: A Complexity Perspective

Abstract: Many capacity development interventions have been driven by the needs of technological innovation rather than the needs of institutional innovation. However, this article argues that the global challenges of the twenty-first century call for institutional innovation that entails a very different dynamic of the relations within society. Changing institutions, be it related to societal norms and values, government policies, market incentives, political systems or organisational processes, requires the 'soft' cap… Show more

“…In fact this institutional innovation may be attributable to 'conflict' itself. In this case, then, it was the interactions between actors involved in a "problematic situation" that allowed for the 'emergence' of multi-stakeholder collaborative learning and cooperation, ultimately leading to a process of institutional innovation (Woodhill 2010). Another approach, found in Crona and Parker (2012), emphasizes the importance of "boundary organizations" in facilitating collaboration through linking multiple actors through some form of collaboration.…”

“…20 As a systemic trait, this would make individual, competencybased trainings, currently the norm, insufficient, as systems in essence cannot be trained. Keeping in mind that the interactions within a complex system give rise to its character, capacity strengthening would then become about strengthening the organisational relationships that engender innovation and resilience, 21 not simply diffuse new skills. A complexity perspective on management and leadership also has the added effect of erasing the linear flow of hierarchy, and with it the notion that leadership happens at the toplevel, and management somewhere thereafter; it allows management and leadership to emerge from anywhere in the system.…”

“…The rest of the chapter discusses the trend and impact of innovations in reducing malnutrition and enhancing FNS. The Main Features of Technological and Institutional Innovations for FNS It is argued that both 'hardware' and 'software' are needed for societies to develop and ultimately to prosper (Woodhill 2010). According to Woodhill (2010), 'hardware' refers to technological innovations while 'software' represents institutional innovation and arrangements.…”

According to Woodhill (2010), 'hardware' refers to technological innovations while 'software' represents institutional innovation and arrangements. Along with this notion, this chapter classifies innovations for FNS into two main types: technological and institutional innovations.…”
