However, with shrinking resources the call for opening up the budgetary process may be driven by fundamentally different imperatives. Perhaps the title of the volume should have been Making Change in a Deficit-Driven Democratic Environment. Reversing the deficit in a democratic environment may call for ideas and institutions which are yet to be espoused either by the government or by the reviewers. It may be easier to sell ideas to voters than to implement them.
