Can We Use Routine Data for Strategic Decision Making? A Time Trend Comparison Between Survey and Routine Data in Mali

Abstract: The direction and magnitude of the time trends of contraceptive prevalence rate, institutional delivery, and 3 doses of the diphtheria, pertussis, and tetanus (DPT3) vaccine from 2001 to 2012 were similar at the national level between data sources.n At the regional level, routine data tended to overestimate DPT3 coverage, and underestimate institutional delivery and contraceptive prevalence relative to survey data. n Routine data are appropriate for use for program planning. However, it does not seem to be app… Show more

“…These levels include strategic, tactical, and operational. The deployment of HIS at the strategic level offers intelligence functions such as intelligent decision support, financial estimation, performance assessment, and simulation systems [ 3 , 35 ]. At the tactical level, managerial functions are performed within the system, while at the operational level, functions including recording, invoicing, scheduling, administrative, procurement, automation, and even payroll are carried out.…”

“…In LMICs, the process of monitoring the health status of populations depends on data obtained through health information systems, surveys and rapid assessments. These comprise the data available and are used for decision-making concerning intervening in health needs and the quality of health services 14 15. Although being highly reliable, health surveys are not conducted yearly due to their high costs and workload; they are also time-consuming and highly demanding in terms of materials, equipment, human resources and logistics 14 16.…”

Although being highly reliable, health surveys are not conducted yearly due to their high costs and workload; they are also time-consuming and highly demanding in terms of materials, equipment, human resources and logistics 14 16. In turn, routine data collected through a health management information system (HMIS) are an important information source for health service delivery monitoring, helping to set priorities and improve quality between waves of representative surveys 14 16–18.…”

“…Information on health indicators, for example, can be collected through self-reports of households or through health service providers. A study in Mali compared three coverage rates, contraceptive prevalence, institutional delivery, and vaccination with the diphtheria, pertussis, and tetanus vaccine, estimated from self-reported survey data and routine health system data (Sawadogo-Lewis et al, 2021). They found that, at least on national level, routine data seemed sufficient to inform program planning and prioritization.…”
