Can railways compete with roads?

Abstract: This paper looks at the competitive situation between rail and road transport. The economic structure and physical characteristics of both systems are examined. It is shown that it will be extremely difficult to make the railways really competitive without very great changes to both the regulation and the physical characteristics of the railway system. Some ideas on the form that these could take are given in the final part of the paper.
