Somya Mehta,
Kristofer Erickson

Abstract: A recent policy development has been voluntary self-regulation of internet platforms through the establishment of online ad archives. Since 2018, concern over the potential misuse of platforms has led to calls for reform of online campaign monitoring. In response, Google, Facebook and Twitter made available repositories of political advertisements appearing on their respective platforms. The intended promise was to make the process of political advertising less of a 'black box' and render voter targeting more … Show more

“…After a number of iterations and criticisms of the design (e.g., Edelson, 2020;Le Pochat, et al, 2022;Mehta and Erickson, 2022;Scott, 2022), the scope and rigour in detecting political ads and enforcing transparency has slowly improved and also been extended by Meta in particular to include state controlled media and a broader range of organisations advertising on social issues . Nonetheless, the Meta Ad Library as a data source should not be treated as accurate or comprehensive.…”

“…Open-source data sharing can strengthen local, regional, and global responses to threats (UNDRR & WMO, 2022). Yet, despite the promising potentialand demonstrated advances in expanding access to high-quality education and credible informationthe access and impact of digital tools remains deeply inequitable and insecure, with insufficient oversight mechanisms in place (Gillwald & Partridge, 2023;GMSA, 2022;Mehta & Erickson, 2022;OECD, 2018). At a broader scale, the speed with which disinformation can be spread poses important challenges and concerns for governance and democracy, specifically in terms of power imbalances, and trust and credibility in democratic processes and scientific or governmental authority in general (Colomina et al, 2021;Pew Research Center, 2020).…”

“…Despite these stated improvements, the adequacy of the Ad Library and WAIST as explanatory mechanisms is questionable. While the library provides some insight into what ads are circulating, it provides very little meaningful information about whether, how and to whom they are targeted, as researchers attempting to use them to study electoral campaigns have quickly discovered (Mehta & Erickson, 2022). To understand the power of algorithmic advertising, we need to be able to publicly observe patterns of who sees what ads.…”
