Can a Joint Assessment Provide Relevant Information for National/Local Relative Effectiveness Assessments? An In-Depth Comparison of Pazopanib Assessments

Abstract: This study has shown overlap in the methods national/local REA bodies in Europe have chosen for a pazopanib REA for renal cell carcinoma, except for the use and methods of indirect comparisons. Although some additional comparators and outcomes differed between national/local REAs, they can be captured in a comprehensive joint REA.

“…The 9 domains of the HTA Core Model developed by EUnetHTA [44] For each domain of the Core Model, joint HTA work and local adaptation are both being considered. In line with previously discussed considerations, results in some domains are almost fully transferable, such as assessment of clinical effectiveness [47], while other domains have limited transferability, e.g. costs and economic evaluation.…”

“…The establishment of the CDR in Canada has demonstrated a successful working model for sharing HTA evidence derived from a centralized review, to provide a more efficient use of resources to support regional decision making (Allen et al, 2016) Similarly, there is a general acceptance that decision making should remain at the national/local level in Europe, but this does not prevent collaborations for assessment (Kleijnen et al, 2015). The rationale underpinning the establishment of EUnetHTA has similarities with the rationale for the creation of the CDR, as both aim to reduce duplication of work, use HTA resources more efficiently, and provide access to robust scientific evidence.…”

“…During EUnetHTA JA2, the value of the model and the capacity of HTA agencies to use the model and collaborate on production were shown. Experience from piloting the standardized structure, format, and methods shows that to realize added value for national (or regional) health authorities and manufacturers, some critical success factors for cross-border assessments are essential [24][25][26][27]. The most important issues that also increase the national uptake are selection of relevant topics and timing of assessments.…”
