PurposeMitigating agricultural greenhouse gas (GHG) emissions is an essential part of China's effort to achieve net-zero emissions. This study assesses the cost-effectiveness of China's agricultural GHG reduction under diverse carbon policies.Design/methodology/approachThe study employs a parametric non-radial distance function approach and estimates the technical abatement potential and marginal abatement cost (MAC) of GHG in China's agricultural sector for the 2008–2017 period.FindingsAgriculture is expected to make a great contribution to China's net-zero emissions progress. This study empirically analyses the cost-effectiveness of China's agricultural GHG reduction under diverse carbon policies. A parametric non-radial distance function approach is used to derive technical abatement potential and MAC of GHG for the 2008–2017 period. The results indicate that no significant improvement had been achieved in terms of agricultural GHG reduction in China during 2008–2017. The country's agricultural sector could reduce 20–40% GHG emissions with a mean value of 31%. In general, western provinces have larger reduction potential than eastern ones. The average MAC for the whole country is 4,656 yuan/ton CO2e during 2008–2017. For most western provinces, their MAC values are considerably higher than those for most eastern provinces. Compared with previous sectoral estimates of GHG mitigation cost, this study’s estimates indicate that reducing agricultural GHG emissions in some provinces is likely to be cost-effective. The Chinese government should consider expanding its national carbon market to cover agricultural sector.Practical implicationsThe Chinese government should consider expanding its national carbon market to cover agricultural sector.Originality/valueExisting studies in the field mostly ignore input constraints, which is inconsistent with carbon mitigation policy practice, especially in the agricultural sector. This study’s approach integrates both input and output constraints reflecting differing policy practice.

This research addresses the problem of CO2, CH4, and N2O emissions in the EU for the 2008–2018 period, and their contributing factors, through extensive and complex analysis. The research incubated in the manuscript answers the question of whether new state members managed to catch up with old state members regarding technology innovation and mitigation of N2O emissions from agriculture activities. The methodology used includes Tapio decoupling index and the metafrontier non-radial Malmquist N2O emission performance index. The research considers short-term, medium-term, and long-term decoupling analyses. Results suggest a shift of decoupling status is worse for the 2013–2018 period compared to the 2008–2013 period which should concern low-carbon agriculture policy-makers. Also, it was noticed an increase in total-factor N2O emission performance for the 2008–2018 period. New state members managed to catch up with old state members regarding technology innovation and mitigation of N2O emissions from agricultural activities; however, not all countries managed to do so. For example, Romania has experienced an efficiency loss due to a technology change and from this perspective, Romania should address first managing N2O and CO2 emissions. The findings extend the traditional framework of investigating the effects of CO2, CH4, and N2O in agriculture and highlight the necessity of addressing environmental aspects from a broader perspective of the policymakers and in developing innovative decoupling indexes. The research investigation is reporting from a post-transition country by prioritizing the measures to be implemented.

Driving Factors of Carbon Emission Intensity for China's Planting: A Combination of LMDI and PDA

It is important to explore the driving factors of the carbon emission intensity (CI) for China's planting under the dual pressures of adequate food supply and carbon neutrality. Previous studies separately investigate the impact of technical or structural factors on the total carbon emissions of China's agricultural sector, but few studies assess the comprehensive effects of these two. To this end, this paper incorporates the production-theoretical decomposition analysis (PDA) into the logarithmic mean Divisia index (LMDI) and decomposes the changes of CI into seven components, namely, two technical effects, four structural ones, and one regional layout effect. Based on the panel data of the agricultural sector for 31 provinces in China from 2001 to 2018, the contribution rates of the seven components to the changes of China's planting CI are computed. The results indicate that China's planting CI presents a downward trend with an average annual decreasing rate of 11.4% over the whole study period. The improvement in technical efficiency (TEFF) plays a dominant role in the decline of CI for planting with a contribution rate of 83.19%, followed by the output structure (OS) change (27.28%). In contrast, technical change (TECH) (8.00%) promotes the increase of CI. Further, the effects present significant regional heterogeneities. Specifically, TEFF contributes the highest share to the decline of CI for producing-sales balance areas (BA), and OS plays the greatest role in the decrease of CI for main grain-sales areas (MCA) during the entire study period. Accordingly, some policy recommendations are put forward on how to reduce the CI of China's planting.
