Mind a hazai, mind az uniós dokumentumok kiemelten hangsúlyozzák a fenntartható, megfizethető és biztonságos energiaellátást. Ezt az elvet szem előtt tartva a magyarországi táv hő szek tor elemzésére kifejlesztettünk egy tökéletes versenyzői viselkedést feltételező alulról felfelé építkező, szektorális modellt. Ennek segítségével a különböző szabályozó-eszközök hatását vizsgáltuk a hőtermelés költségére és a megújuló energia alkalmazására. Eredményeink alapján a beruházási és működési támogatások haté-kony eszköznek bizonyulhatnak a szektor piaci részesedésének fenntartásához/ növeléséhez, ezzel szemben a távhő végfelhasználói árának támogatása, illetve a kapcsolt támogatás nem vezet optimális eredményhez, a távhő részesedése a hőpiacból jelentősen csökkenhet. A jelenlegi magyarországi távhő-szabályozási rendszerről elmondható, hogy a távhő kedvezményes forgalmi adója és a kapcsolt erőművek támogatása pontosan ez utóbbi eszközt alkalmazza, míg a megújuló energiára alapozott távhőtermelés beruházási támogatása csak kismértékben jelenik meg, a hőtermeléshez kapcsolódó működési támogatások pedig szinte teljesen hiányoznak a hazai támogatási palettáról

The objective of the study is to analyse the conditions for connection of residential buildings in heat sparse areas to district heating systems in order to increase electricity production in municipal combined heat and power plants. The European electricity market has been assumed to be fully deregulated. The relation between connection of heat sparse areas, increased electricity and heat production as well as electricity prices, fuel prices and emissions rights is investigated. The results of the study show that there is potential to expand the district heating market to areas with lower heat concentrations in the cities of Gävle, Sandviken and Borlänge in Sweden, with both economic and environmental benefits. The expansion provides a substantial heat demand of approximately 181 GWh/year, which results in an electricity power production of approximately 43 GWh/year. Since the detached and stand-alone houses in the studied heat sparse areas have been heated either by oil boiler or by direct electricity, connection to district heating also provides a substantial reduction in emissions of CO 2 . The largest reductions in CO 2 emissions are found to be 211,0 ktonnes/year assuming coal-fired condensing power as marginal electricity production. Connection of heat sparse areas to district heating decrease the system costs and provide a profitability by approximately 22 million EURO/year for the studied municipalities if the price of electricity is at a European level, i.e. 110 EURO/MWh. Sensitivity analysis shows, among other things, that a strong relation exists between the price of electricity and the profitability of connecting heat sparse areas to district heating systems. Corresponding author. SUMMARYCombined heat and power (CHP) plants fired by forest wood can significantly contribute to attaining the target of increasing the share of renewable energy production. However, the spatial distribution of biomass supply and of heat demand limits the potentials of CHP production. This article assesses CHP potentials using a mixed integer programming model that optimizes locations of bioenergy plants. Investment costs of district heating infrastructure are modeled as a function of heat demand densities, which can differ substantially. Gasification of biomass in a combined cycle process is assumed as production technology. Some model parameters have a broad range according to a literature review. Monte-Carlo simulations have therefore been performed to account for model parameter uncertainty in our analysis. The model is applied to assess CHP potentials in Austria. Optimal locations of plants are clustered around big cities in the east of the country. At current power prices, biomass-based CHP production allows producing around 3% of the total energy demand in Austria. Yet, the heat utilization decreases when CHP production increases due to limited heat demand that is suitable for district heating. Production potentials are most sensitive to biomass costs and power prices.
