The systems approach, or systems thinking, has been intimately connected with the development of OR and management science initially through the work of founders such as Churchman and Ackoff and latterly through innovations such as soft systems. In this paper we have undertaken a review of the contribution that systems thinking has been making more recently, especially to the practice of OR. Systems thinking is a discipline in its own right, with many theoretical and methodological developments, but it is also applicable to almost any problem area because of its generality, and so such a review must always be selective. We have looked at the literature from both a theoretical and an applications orientation. In the first part we consider the main systems theories and methodologies in terms of their recent developments and also their applications. This covers: the systems approach, complexity theory, cybernetics, system dynamics, soft OR and PSMs, critical systems and multimethodology. In the second part we review the main domains of application: strategy, information systems, organisations, production and operations, ecology and agriculture, and medicine and health. Our overall conclusion is that while systems may not be well established institutionally, in terms of academic departments, it is incredibly healthy in terms of the quantity and variety of its applications.

Improving Business Processes in a Construction Project and Increasing Performance by Using Target Costing

This article demonstrates, on one hand, how organizations are able to optimize their business processes to streamline their activities and, on the other hand, how performance can be enhanced by using the target cost method in a construction project. Based on the analysis of national and international literature, the authors carried out a quantitative and qualitative study based on a questionnaire containing a set of four questions aimed at highlighting the issues mentioned in the launched objectives. Business process-specific steps in a construction project are described and analyzed. The case study outlines how to optimize business processes by using Swimlane charts and how to reduce operating costs by applying the target cost method. The article concludes with our conclusions about the real benefits of optimizing business processes in a construction project by using the target cost method and increasing the performance of entities in this field.

Despite lean thinking being a broadly accepted approach, there is still some confusion within present terminology regarding 'lean' and its issues. This paper presents the results of a research survey carried out within 72 medium and large-sized Slovenian manufacturing companies. The sample selection criteria adopted, together with the research items investigated, ensured a generic framework for our research. Eight crucial areas were identified based on a synthesis of 'lean' literature for assessing and measuring the degree of lean implementation within existing manufacturing systems: value concept and customers, value stream mapping (VSM), pull/kanban and flow, waste elimination, productive maintenance, just-in-time (JIT), employee involvement and the development of excellent suppliers (lean suppliers). Variables were constructed within these areas using Likert scales, and statistical validity and reliability analyses. For example, when measuring the developments of excellent suppliers the focus should be on three variables: on time deliveries, supplier relationships, and a skilled and loyal supplier. The results show that the developed variables can be important both for understanding 'lean' and measuring the degree of lean implementation within existing manufacturing systems.
