La literatura enfatiza la importancia de reforzar la capacidad administrativa de los Estados para garantizar un uso eficiente de los fondos europeos. En el marco del Plan de Recuperación, Transformación y Resiliencia aprobado en España para distribuir los fondos europeos del programa Next Generation EU, este artículo analiza cómo puede el Parlamento español contribuir a mejorar esta capacidad administrativa. Se argumenta que puede contribuir en dos aspectos. En primer lugar, reforzando los mecanismos de rendición de cuentas del aparato administrativo. En segundo lugar, fomentando la participación de autoridades y funcionarios en el diseño y análisis de políticas públicas. Con el objetivo de explorar cómo el Parlamento ha desarrollado estas funciones, el artículo analiza la actividad de control parlamentario sobre las Administraciones Públicas entre 1979 y 2019, mediante el estudio de las preguntas orales introducidas en el Pleno y en Comisión. También se tienen en cuenta todas las comparecencias en Comisión de autoridades y funcionarios para el período 1986-2019. Los resultados muestran, por un lado, que el control político sobre las administraciones es bajo y, si bien se ha diversificado respecto a la década de los ochenta, ha disminuido de manera significativa a lo largo del tiempo. Por otro lado, la participación de autoridades y funcionarios en el diseño y análisis de políticas públicas, se circunscribe mayoritariamente a aspectos económicos y presupuestarios, y se desarrolla a través de cargos con un claro perfil político, más que técnico.

ZusammenfassungDer Artikel widmet sich den Beziehungen zwischen Staat und organisierten Interessen der deutschen Wirtschaft in der Coronakrise 2020. Es werden zwei Fragen fokussiert, nämlich erstens, ob und wie Arbeitgeberverbände, Wirtschaftsverbände und -kammern sich in der Krise politisch artikulieren. Und zweitens, ob die Interaktion zwischen Regierung und organisierten Wirtschaftsinteressen den Charakter eines spezifischen ‚Krisenkorporatismus‘ annimmt. Ausgangspunkt sind Überlegungen zur pfadabhängigen Revitalisierung etablierter Interaktionsmuster in der Krise. Die Studie nimmt den Zeitraum zwischen März 2020 und Februar 2021 in den Blick. Auf Grundlage der Auswertung von Formen und Frequenz der Staat-Verbände-Interaktion werden drei Phasen identifiziert, denen sodann eingehende Fallstudien gewidmet werden. Für die Frühphase der Coronakrise (März–Juni 2020) werden a) die Angebote und politischen Forderungen von Arbeitgeberverbänden, Wirtschaftsverbänden und -kammern quantitativ ausgewertet und b) die inhaltliche Kongruenz zwischen Verbandsforderungen und den politischen Maßnahmen des Konjunkturpakets untersucht. Sodann wird die Ausformung des branchenspezifischen ‚Automobilkorporatismus‘ in der zweiten Phase (Juli–September 2020) in den Blick genommen. Schließlich wird für die dritte Phase (Oktober 2020–Februar 2021) eine Veränderung der Staat-Verbände-Interaktion anhand der Diskussionen um erneute Lockdowns und weitere wirtschaftspolitische Maßnahmen nachgezeichnet. Im Ergebnis identifiziert die Studie einen ‚Korporatismus ohne Verbrennungsmotor‘, der durch wechselseitige Ressourcenabhängigkeit, Vernetzungen und einen spezifischen ‚krisenkorporatistischen‘ Tausch zwischen organisierten Wirtschaftsinteressen und Staat geprägt und erhalten wird.

This article discusses web collection of interest group statements on bills as a data source. Written statements allow the identification of actors active in policy-making as well as those actors’ positions, lobbying coalitions and issue saliency. These data also can contribute to the measurement of interest groups’ influence on legislation. Taking web collection from the German parliament’s and ministries’ web pages as an example, we demonstrate the collection process and the merits and limitations of employing written statements as identificatory data. Our analysis of statements submitted by interest groups, private firms and policy experts to four federal ministries and the respective parliamentary committees in the years 2015 and 2016 reveals differences between parliamentary and ministerial consultations. Although ministries have invited written statements for fewer draft laws than parliamentary committees, they received far more statements from interest groups. The reason is that German ministries often issue open calls, in which all actors are given the opportunity to comment on legislation, whereas the German parliament invites selected interest group representatives and other experts. As a further result, ministries are mostly contacted by business groups, whereas parliamentary committees use their gatekeeper function to balance interests.
