Study of the issues of identification, analysis, and comparative assessment of the risks of violations of the safety of the main railway transport infrastructure. The aim of the study: is to develop a methodology for the identification of economic risks of investment projects of construction of mainline infrastructure of railway transport. The object of the study: railway transport enterprises involved in all stages of the life cycle of the mainline infrastructure of railroad transport. The subject of the study: tools and procedures for the identification of economic risks of violations of the security of trunk railway transport infrastructure. In the turbulent global economy, the effectiveness of project management is based on the perception of the human factor as the main in the formation of aggregate uncertainty. Large infrastructure companies should pay special attention to the identification, analysis, and assessment of project risks. One of the key figures in Russia's transport communication, influencing not only domestic traffic flows, but also international logistics chains, is JSC "Russian Railways". Disruptions of the transportation process due to the realization of risks at the main infrastructure facilities of JSC "Russian Railways" predetermine economic consequences both for consumers of services, operators, and infrastructure owners.

The main objective of this work is the need to develop a new technology for automated solution of railway design problems in the information and digital environment.For this purpose, the methodology of structural system analysis, the theory of systems, and the principle of decomposition are applied. A brief analysis of the terms related to informatization and digitalization is given, and the interpretation of the concept of “information and digital environment” in relation to the tasks of railway design. The key concepts of information modeling of construction objects in the current regulatory documentation of the Russian Federation, the main qualiﬁcation features and advantages of information modeling technology are given.Based on the results of the analysis of the structure and functionality of existing computer-aided design systems of railways and highways, the sequence of procedures of the existing technology of computer-aided design of roads is determined. The concept of automated solution of railway design problems in the information and digital environment based on the use of information modeling technologies and mathematical optimization methods is proposed. The concept is represented by a functional hierarchical model of a computer-aided design system. For its development, the Data Flow Diagrams functional modeling tool was used.The proposed concept is the basis for the development of a computer-aided design system, which will allow the implementation of a new technology for computer-aided design of railways, reduce labor costs and deadlines for the development of design solutions, improve their quality and efﬁciency.

This article explores the key lean and safe technologies used for unique transportation projects to expand highway infrastructure. Given today's digital requirements, there are trends to reduce time, cost, and safety, but all of this is possible by introducing several key innovations into the design and construction process. New lean BIM technologies, methods of adaptive flexible Agile-approach have completely transformed modern design technologies and with the application of safe work, methods allow not only to carry out safe reconstruction of transport facilities but also to act as a high-tech locomotive of the transport industry, capable of making a significant contribution of lean production for innovative development of the Eastern polygon. The main task of the reconstruction as a modern intensive ecologically safe production of construction works is necessarily considered with efficient resource consumption and nature management. The authors conclude that the reconstruction of BAM tunnels acts today as the main direction and sets a vector of innovation in the field of investment and innovation projects. Improvement of design activity and presented collective work of specialists of technical and economic specializations of PSUPS of two faculties in the field of tunnel reconstruction should be rightfully named as a prospective resource of economic development in the field of transport construction. The main project technologies under consideration in the innovation aspect: Agile+Bim, economic innovations on the choice of optimal strategy taking into account risk and uncertainty for scenario analysis by Monte-Carlo simulation method, technological innovations using the specialized technological complex for tunnel reconstruction.
