Abstract: This paper examines how citizenship operates in urban community-building programmes, particularly in the comprehensive community-building initiative (CCI) model. We argue that the current context shaping cities today gives rise to flexibility in citizenship and that this flexibility emerges as a key component by which resident and non-resident stakeholders position themselves to make claims to participate in CCIs. We posit that, while the CCI model is committed to being 'resident-driven', the operative functio… Show more

“…The multi-layered components of citizenship should be studied by "acts of citizenship", a term coined by Isin (2009) in order to describe political activism in contentious politics (cf., Janoschka & Sequera, 2011). According to him, the "acts of citizenship" become effective across social and political demarcations in order to build new political landscapes for national and international activism, feminist rights movements (Yuval-Davis, 1997), or urban place making (Lepovsky & Frazer, 2003;Youkhana, 2014b). “…Nevertheless, the extent, the outcomes, and the methodologies with which urban selforganization can be managed are largely debated (Bond and Thompson-Fawcett, 2007;Campbell and Marshall, 2000;Innes and Booher, 2004;Van Meerkerk et al, 2013). Chaskin and Garg (1997), Chaskin (2003), Chaskin et al (2012), Hasanov and Beaumont (2016), Lepofsky andFraser (2003), andMartin (2004) consider the challenges to put into action urban initiatives from non-governmental actors. Edelenbos (2005), Healey (2006), Kathi and Cooper (2005), Smith (2010) examine the difficulties of making effective collaborations with local administrations or agencies to pledge the implementation.…”
