The investor, the designer, and the Building authority are subjects who decide about placing new buildings. There are two possibilities of placing: either on a greenfield or on so-called brownfield.Terms like sustainable development, spatial planning, brownfield, and greenfield are related to this topic. The possibilities of revitalization of brownfields are also discussed. For an objective judgment of possible usage of the brownfield for the investor, it is necessary to use all the possible methods of decision especially model 3E. To choose a locality and to think through all the positive as well as negative impacts of planned building on a brownfield, it is useful to create a mind map as scheme of possible impacts and to define criteria for all the major subjects involved in the building construction. The subject of this paper covers two issues, namely the issue of brownfields and their conversion and the issue of Facility Management, which offers the possibility of applying its principles and tools for extending the benefit of the construction works as a tool for active access to care for the property. This paper aims to link these two topics and to identify the possibility of applying Facility Management in the conversation process of revitalization of brownfields so that subsequent commissioning eliminates the risk of future costly operation and relapse of the revitalized building into the category of brownfields.

The existence of brownfields in an area results in a number of problems. Among others, economic problems are often mentioned. They are mainly connected with negative influence on urban economics, i.e. the total cost of construction and operation of the city. These increased costs are then naturally reflected in the budgets of municipalities burdened by the existence of brownfields. This paper presents the individual items of municipal budgets, which can be influenced by the existence of brownfields, and then examines on a practical example of six Czech towns whether any functional dependence can be found between these items and a number of brownfields in the municipalities.
