In recent years, however, politicization has been accompanied by a tendency to conceive security as connected with a logic of exclusion, totalization and even violence. This has resulted in an imbalanced politicization that weakens critique. Seeking to tackle this situation, the article engages with contributions that have advanced emancipatory versions of security.Starting with, but going beyond, the so-called 'Aberystwyth School' of Security Studies, the argument reconsiders the meaning of security as emancipation by making the case for a systematic engagement with the notions of reality and power. This revised version of security as emancipation strengthens critique by addressing political dimensions that have been underplayed in the critical security literature.

This article analyses the emerging discourse on 'climate security' and investigates whether and how attempts to consider environmental problems as security issues are transforming security practices. Attempts to broaden the security agenda have been deemed as spreading the confrontational logic of security-which, within international relations, is traditionally associated with the exceptional decision that brings into existence the logic of war-into sectors from which it had been excluded. This problematic development has been described as 'securitization'. This article argues that this perspective does not consider whether and how by securitizing nontraditional sectors, alternative security logics are evoked and practices associated with securitization are challenged and transformed. The securitization of the environment, it is argued, is transforming existing security practices and provisions. This process is part of broader re-articulation of the spaces in which a logic of security based on emergency and contingency is legitimated and those in which a logic of prevention and management prevails. It implies new roles for security actors and different means to provide security.

Генералштаб Војске Србије, ЗОК рај Хладног рата и нестанак опасности од Совјетског Савеза и сама његова дезинтеграција, донела је нове дилеме око појма безбедности. Безбедносне студије у Европи и САД померио је са бри-ге за опстанак државе (тзв. "тврда безбедност") на бригу за економско благостање и просперитет (тзв. "мека безбедност"). Актуелизацији "меког" приступа безбедности посебно је допринела асиметричне претње безбедности као што су тероризам и организовани криминал, односно процес секуритизације социјалне нестабилности, економских проблема, проблема у вези с миграцијама, угрожавањем животне средине, епидемијама заразних болести и другим појавама и проце-сима који у традиционалном концепту "тврде" безбедности нису пре-познавани као безбедносни процеси и појаве.Основни предмет рада јесте покушај да приближи савремено схва-тање националне безбедности односно схватање "меке безбедности" и то кроз: теорију класичног реализма и неореализма, алтернативни приступи безбедности, конструктивистичке студије и либералне и нео-либералне теорије. Кључне речи: национална безбедност, држава, људска безбед-ност, национални интересиУвод езаустављиви и трајни процес преобликовања безбедности одразио се на промене замисли и концепта безбедности. Држава више није главни пред-мет интересовања изучавања науке о безбедности. Њено место преузеле су тран-снационалне и међународне организације, нације, националне мањине, разне про-фесионалне и маргинализоване групе и као најбројнији чиниоци безбедности -поје-динци. Сразмерно повећању броја референтних објеката безбедности, повећава се и интересовање за културу безбедности. Проширењем списка референтних објека-та безбедности, значење појма култура безбедности постаје све сложеније. Више
